This bill never became law. This bill was proposed in a previous session of Congress. Sessions of Congress last two years, and at the end of each session all proposed bills and resolutions that haven't passed are cleared from the books. Members often reintroduce bills that did not come up for debate under a new number in the next session.

Maybe I don't understand, but it doesn't look dead yet?

what it means is that it has to go through the whole thing again under a different bill number. start from scratch.

It's better that it gets re-done anyway. All of the teeth were taken out by the time it reached the senate anyway.

FIRST rule: start enforcing the ilegality of kidnapping and imprisonment. That's 90% of the problem there.
