Dear God - how many children have to die to call attention to the urgent need for national legislation governing the care and treatment of children placed into these facilities?

There is also a picture of Michael Wiltsie who
was only 12 years old when he died after being restrained by a camp counselor.

Hopefully this case which was settled out of court will prevent more tragedies by forcing programs to invest considerable more time and resources in training their staff.
