Sadly, alot of parents simply can't deal with having kids. This is the socially sanctified way of abandoning your kids

More kids are abused in their home by their family than in programs.

Given that the large percentage of American children live at home I'd expect that statement to be a valid one.

This is the worst argument for programs I have ever heard. All around the world there are children with various home problems that do not get incarcerated. The fact that life at home is shit does not by default make a program good. This is like asking if somebody would prefer to get poked in the eye or punched in the kidney.
