I think the point here is Peninsula Village trying to set themselves apart from the rest of the Troubled Teen Industry. They have referred to themselves as "a world class facility" and seem to believe their program is better than some of their counterparts-NATSAP accredited and otherwise.

They dodge descriptions, too - they would bristle at being called a "boot camp", but what is the lockdown STU level?  Boot camp treatment.  PV isn't considered a wilderness program, but what about the cabin level?  No electricity and porta-toilets.  If all those dodges fail, they'll claim to be a school.
