The Madison County Department of Social Services (NC) has substaniated a report for neglect at Harbor Oaks.  Harbor Oaks is one of PURE's recommended programs.  

Reportedly, Isabelle Zehnder assisted in the referral of a child into this program.  (See Fornits)
