Would a law such as this -- applied to the industry slow it down?  Would it slow down the referral sources?

Looks interesting to me. I think any laws restricting placement of teens for profit, and laws limiting the expansion and regulation of this industry, the better. If nothing else, at least it will slow them down. Our lives our heavily regulated, let's make theirs even more so.
