This appears to be the kind of program that people are talking about .. when they say reach out to your community rather than send your kid to some cult like program.  However, I have not visited the facility myself.
The facility is actually a hospital-  ER, Surgery Center .. etc...  California is an at will state.  Meaning that anyone (even youth) can not be held in a treatment center against their will.  Also.. please note one of the requirements that is listed on the community hospital website.

Any teenager in need of professional help with their problems and willing to work with treatment staff, family, and friends toward a resolution.

I'll see if I can get more information on the actual therapeutic approach.

eople, even more than things, have to be restored, renewed, revived, reclaimed, and redeemed; never throw out anyone. Remember, if you ever need a helping hand, you will find one at the end of each of your arms.  As you grow older, you will discover that you have two hands; one for helping yourself, and the other for helping others. -Audrey Hepburn
