WHY ISNT CAICA &/or ISABELLE ZENDER A REFERRAL FREE ZONE

Can anyone tell me why CAICA is not on the Referral Free Zone?

It appears to be a reputable organization that has many trustworthy advocates on their site (listed "in the zone").

Here is a list of "referral free" advocates

TEEN ADVOCATES

Why would Isabelle Zender of CAICA not want to be included in such a wonderful organization.  This would prove that she does not take referral fees or refer to organizations that do.  I am afraid this is very telling.

I am assuming you would have to qualify to be referral free.  If I understand the organization correctly, you can not be a part of the referral free zone if you refer children/parents to programs directly or INDIRECTLY.  

Anyone know of the Referral Free Zone policies?
