Elan was a big $$$ maker in the State of Maine.To some degree still is. Where do you think this racetrack came from? I think the bulk of money now comes from Scar Downs as opposed to years back was the other way around.
Now they prob use Elan as a tax shelter.I cant think the size of their current population pays well after all is said and done. I have an inside source who has been to the campus many times. Its falling apart.They have done nothing to update the conditions that these children live in.The food they fed I am told is the same crap.
They have the former head of education from the state on the payroll. I bet he provides a good cover for in-state inspections.However he was not able to stop the NY state from removing their perspective children from the hell hole.
Back in the 70's,Joe was a clever man who hid money well. But with today's laws and such,its harder to hide the abuse.Abuse of power.Abuse of children.Abuse of monies entrusted to Elan for the care of children.Abuse of billing parents,school districts,insurance co's for things they never provided.
I completely believe they killed this kid.
I also believe that its the tip of the iceberg
