I'm curious if you can explain their weaknesses in detail for everyone's benefit, or if it would be a bad idea to do so on a public messageboard. (Seeing as how they have an unbelievable inability to learn from their mistakes, I'm guessing the former, but I could be wrong.)
Even if there is a settlement at this point, I don't think HLA has a prayer. Massive legal bills and staff cuts, plus a government raid? There's just no way. The wound is mortal.
My personal guess is that they're going to find lots of evidence of missing evidence- that is, document destruction, deleted files, holes in the records, etc. Kinda like Enron.

If HLA contacted you today and said "okay guys, we cannot compete with the damage you are doing to us on this site. What do you want us to do to get you to back off? We will do anything you ask to get in your good graces."
What would you ask of them? Short of closing down what, in your eyes, do they need to do to make things right?

Oh, you mean what can they possibly do? Nothing. It would be like if Timothy McVeigh had said "whoops, sorry about blowing up that federal building, what can I do to make it right?"

You mean other than start providing what they advertise?
I would say if HLA first acknowledged crimes/mistakes that had been made and apologized for them.
If they started obeying the law to the letter and stopped searching for loop holes, i.e stop avoiding things like state regulation.
If they stopped threatening to sue everyone who disapproves of them.
If they gave back the non refundable three month payment to the parents who were dissatisfied.
If HLA did that I personally would back off, hell given time they start operating like that and I'd even go to bat for them.
