I'm curious if you can explain their weaknesses in detail for everyone's benefit, or if it would be a bad idea to do so on a public messageboard. (Seeing as how they have an unbelievable inability to learn from their mistakes, I'm guessing the former, but I could be wrong.)
Even if there is a settlement at this point, I don't think HLA has a prayer. Massive legal bills and staff cuts, plus a government raid? There's just no way. The wound is mortal.
My personal guess is that they're going to find lots of evidence of missing evidence- that is, document destruction, deleted files, holes in the records, etc. Kinda like Enron.

Well, currently I'm reluctant to reveal methods and sources, but I'll give a few tips.
Most of these places are operating outside of the law, in letter and spirit. If you familiarize yourself with the law, you can begin punching holes in their business practices. That's one part. The other part is reaching out to and cultivating willing sources inside the facility. In the case of HLA, sources are beating down the door to tell their stories. Why? You'd be surprised. It's not out of altruism, it's almost invariably because "Len fucked us over." But, hey, we'll take it.
Most importantly, never give up or give in.

A public acknowledgment and apology. Closing down the facility. Money for the kids who have been damaged and vigorously working to shut down other similar facilities.

On my last day, I was on restrictions. We were cleaning out the old admin building. I came across lots of old files that Lee looked like he was trying to get rid of. I had the idea to try to say that I would take the files to the trash. I wanted to actully smugggle them out, but Lee was to smart and didn't even let me near them. I TRIED!!!

Here's the information I have:
DHR went in Monday and was refused access to HLA's records and attendees.
Tuesday they came back with a warrant and were let in for their review.
I hear they have found much of what we have said they would find. Things are not looking up for HLA at this point. The wheels are coming off...
