The author warns against privately operated children?s programs that cuts off visits or phone communication with your child, or other family members, without a court order. This should raise serious concerns about the quality and safety of such a program. This site if for informational purposes only; it is not for referrals to programs. We are not funded directly or indirectly by any treatment programs.
So who (if anyone) does fund CAICA? Very odd statement, in my opinion but then again, CAICA does actively and even aggressively (judging by Isabelle's numerous press releases and promotional articles) recommend to it's readers (the potential consumer) the services of PURE which is a private for-profit referral company that according to it's own website is "funded by several schools and programs as well as private funding". In addition, it appears Isabelle is supportive of certain transport companies and recommends their services to it's readers (the potential consumer) as well. (See Fornits thread Escort or Abduction, You Decide).
One thing for sure is that CAICA does not appear to be a not-for-profit advocacy organization such as ISAC which is a non-profit 501 (c) corporation. If it were, I would rather expect to see a public disclosure on CAICA like ISAC has, which includes their IRS number and invites the public to verify their non-profit status.

Referral-Free Zone: Buyer Beware of Businesses Exploiting Children and Families

From the press release:
According to the Referral-Free Zone, the latest trend is to "appear" to advocate, while referring to another company that earns money. Ms. Earnshaw explains, "Since people have gotten wind of the for-profit referral business, referrers are now teaming up with ?child advocates.? These ?advocates? will gladly tell you how awful a particular facility is, and direct you to someone who will help you find an alternative, which happens to be a business in which they have an interest in one way or another."

"We are not funded directly or indirectly by any treatment programs."
It probably means she (CAICA) is funded by a referral company, such as PURE.
Anonymous:
Well, IF Caica is funded by PURE (Sue Scheff)...then Izzy is "indirectly" funded by programs.
There's just no way IZZY can get around this, IF IN FACT, Caica is funded in any way by PURE, Scheff.
