The PBA Connection
By Brian E. Crowley | Thursday, August 31, 2006, 08:00 AM
A political organization with links to Charlie Crist is spending more than $1.3 million on a new ad that questions the ethics of his opponent for the Republican nomination for governor, Tom Gallagher.
The 30-second ad is being paid for by Floridians for Truth and Integrity, a group that has officers linked to the Police Benevolent Association, which has endorsed Crist, and a registered agent who has contributed to Crist?s campaign, according to filings with the Internal Revenue Service and the state Division of Elections. And two people who have made major contributions to the group, directly or indirectly, are a friend of Crist?s and the relative of a political staffer.
A source familiar with Floridians for Truth said the organization is spending $1.3 million on the ad, which began airing in Miami Tuesday and began appearing statewide on Wednesday.
The ad opens with a picture of a house and a male announcer saying, ?Home insurance costs skyrocket.? As newspaper snippets scroll by on the screen, the announcer continues, ?Voters discover Tom Gallagher is under investigation for owning insurance stocks while state commissioner. Tom Gallagher?s trading in the stocks of insurance companies while he was insurance commissioner is clearly a conflict of interest. His behavior undermines public confidence. Now the Florida Ethics Commission rules there is probable cause Tom Gallagher violated the law trading insurance stocks he regulated. With a long history of poor judgment and ethical lapses, how can we ever trust Tom Gallagher again??
Taken individually, the ad?s sentences are largely factual, but taken together, they imply something that is not true. Chief Financial Officer Gallagher did trade insurance stocks while insurance commissioner, but no one has suggested that his actions had anything to do with the increasing cost of insurance.
The ad started a week after a pro-Gallagher group began running its own ad. The Coalition to Protect the American Dream, which had about $600,000 left in its account at the end of the Aug. 11 reporting period, is airing a modified version of Gallagher?s own original ad attacking Crist for being too liberal.
Floridians for Truth and Integrity in Government had $2.1 million in campaign cash as of Aug. 11, according to the Florida elections division. Most of the money was first funneled through another organization, Floridians for a Better and Brighter Future, which transferred $1.3 million to Truth.
According to state records, TECO Energy Inc. has given Truth $100,000; Pompano Beach-based PPI Inc., a property of Isle of Capri Casinos Inc., gave it $100,000; and Brent Sembler, a Pinellas Park developer and a college friend of Crist, contributed $25,000.
Brighter Future got $750,000 from Cape Coral developer Greg Eagle, whose son Dane is Crist?s travel aide. Greg Eagle did not return calls seeking comment.
Brighter Future was created by Virginia-based Christopher LaCivita, who produced the Swift Boat Veterans for Truth ads that attacked Democrat John Kerry during the 2004 presidential race.
Joseph R. Buchanan of Miami is listed as the registered agent for the group, and state records show he gave Crist a $500 contribution on June 2, 2005.
Crist?s campaign had little to say about the ad. Spokeswoman Erin Isaac said only, ?It looks to be factually accurate to me.?
Gallagher spokesman Alberto Martinez called the ad ?disappointing but not surprising.?
