KANAB, Utah (June 16, 2006) ? Kerry Layne Brown (Layne) died on June 6, 2006, at the age of 24. Layne was born on November 21, 1981. Layne was under a doctor?s care following his imprisonment at Tranquility Bay Academy when he was only 15 years of age. Layne, a central character in the 2006 documentary The Lost Children of Tranquility Bay, will not be forgotten.
WWASP employee Randall Hinton publicly admitted to pepper-spraying 15-year-old Layne Brown in the World Wide Association of Specialty Programs (WWASP). Hinton said the pepper-spraying ritual occurred two or three times a day for about eight months of Layne?s life.
According to medical doctors and Layne?s mother, Layne suffered from post traumatic stress after being released from the care of WWASP, requiring repeated hospitalizations.
Layne?s tormentor, Randall Hinton, admitted, "From somebody on the outside look?en in, I would say it would be abusive. . . .Restraints could be used, mechanical devices could be used, pepper-spray could be used to gain control of your child. It?s just a job that helps people."
Congressman George Miller and others are working to enact federal laws to regulate the proliferation of dangerous children?s programs. So far, Congressional hearings have been denied, while reports of child abuse and death in unregulated children?s programs increase.
