emphasis on staff training, assistant superintendent Freddie Anderson said.

John Martinelli, director of Riverside Academy in Tampa, said his program's score of 71 shows it meets expectations but must improve. He said the academy recently reduced the size of group therapy sessions to better serve its 160 residents, most of whom are substance abusers between ages 13 and 18.

Polk County sheriff's Capt. Kurt Lockwood said his county's boys boot camp, which earned a 72, effectively changes criminal tendencies through education, mentoring and therapy.

A Polk girls camp - which closed in late 2004 because of a lack of funding, Lockwood said - scored a 68.
