Ceasar Venegoni (sp?) last time I did a google search I found he was a police officer in some town in Texas. You will need the correct spelling of his name.
I am also curious about the hog tie incident.

he is more than likely guilty of hog tying or worse...that's ok he got punched square in the face in group by a 12 year old kid when he was on staff...
