not necessarily, restrictions doesnt mean no breaks...that is where you have it wrong...you have to do something really out of agreement or be completely beyond academically incomplete to lose your visits.
if she was just on restrictions, she would serve them and be done with it.

the breaks are set up based on how long the kids have been there. someone who got there in november would not be getting thanksgivig or even christmas. but they would still have whatever parent workshops that were during that time. They have to have their 4 month parent workshop to be even eligible for the long breaks.
so you are correct, no, every kid isn't able to go on all breaks.
