Refered based on the "owner's reputation". Knew nothing about the program's policies (mail, phone, restrictions, etc), or that they weren't licensed. In the matter of divorce, she didn't require a copy of the divorce decree or a court order before making the placement. No pre-placement evaluation was conducted. Knew nothing about my child.

Gayle Palmer DeGraff, Director/Owner of the defunct Summit Quest where Michelle Sutton was killed.
She supposedly still works in the industry according to the WWASPS v. PURE transcripts where Sue Scheff testified to her relationship with DeGraff.
