Why would this girl be "considered on the lamb?" Believe she left the Whitmore, and has moved forward with her life, and well she deserves to do so. She is no different than any of the other KIDS/STUDENTS at the Whitmore. She was "enrolled" there by her parent(s)and had no choice about being there. She DID remain as a "worker" but who can judge WHY she made that decision? Does she still support the Sudweeks? Only Tori can answer that.
