"Murder" is not the key word here, and nobody was arrested for "murder" in the Rosewood case.It happened about 80 years ago,so there was nobody to charge with murder.
The decendents of the Rosewood victims wanted to sue for money/property,and they won.
They first were told that the statute of limitations had run out,but they got their day in court, very recently, and they got their money and property.
This case in Florida set a precident for "statute of limitations".
It had something to do with the word "genocide",I believe.
Regardless, they are a group of people,in Florida, who were told that the statute of limitations had expired in their case, but later, because it was a unique set of circumstances(mostly because they are black people),they were given their day in court,AND THEY WON!
There are some people around here trying to lable Mel Sembler & Co. as a "hate group",so maybe if that lable sticks, victims of Mel Sembler & Co. could prove a set of special circumstances that would convince the courts to waive the statute of limitations regarding the abuse that was precipitated on the victims by Mel Sembler & Co,thus giving them their day in court, and maybe their money too.
