Technically, yeah, they probably do. But it's a catch 22. They'd have to turn themselves and their parents over to the tender mercies of the child welfare people or the civil and possibly criminal courts. Most kids are actually unwilling to do unto their parents what has been done unto them. Most kids just want their freedom and to patch things up w/ their families.
And I think they're right about that. I'm both skeptical and ambivalent about all these legal actions against programs. Not being omnicient myself, I'm always willing to give anybody the benefit of the doubt and to take a Wilsonian watch and wait approach. But, for the most part, I think the legal actions serve only to further complicate things. They do generate some publicity and, thereby, foster some much needed discussion and fact finding. But I honestly don't think that's the best way to accomplish that. OTOH, I don't think there's any better way to tank the finances of wrong doers except by tort law. So... I'm back to ambivalent. Maybe it is the best way to proceed and I'm just an idealistic dreamer, wishing there were a better way.

If you are a kid in a program in Utah, you can and must report ABUSE under the Utah Abuse and Neglect Reporting Law (something most kids don't even know about):
UTAH ABUSE AND NEGLECT REPORTING LAW
U.C.A. Section 62A-4-503,62A-3-302
1. Any person, including, but not limited to, any social worker, physician, psychologist, nurse, teacher, or employee, who has a reason to believe that any person has been subject to abuse, neglect, or exploitation, shall immediately notify the nearest peace officer, law enforcement agency, or protective services agency.
2. Anyone who, in good faith, makes such a report shall be immune from civil liability in connection with the report.
3. When the initial report is made to the peace officer or law enforcement agency, such officer or agency shall immediately notify the nearest protective services agency and the agency shall initiate protective service procedures as
provided in this chapter. When the initial report is made to the protective services agency, and it appears that the abuse, neglect, or exploitation has caused serious injury or a serious imposition on the rights of the person, the agency shall immediately notify the local law enforcement agency, which shall initiate an investigation, and in cooperation with the protective services agency, initiate appropriate protective service procedures.
4. Any person required to report a suspected case of abuse, neglect, or exploitation, who willfully fails to do so, is guilty of a class B misdemeanor.
5. Any person who abuses, neglects, or exploits, is guilty of a third degree felony
In Utah, call 9-1-1 and ask them to connect you to the LOCAL POLICE DEPARTMENT or CHILDREN'S PROTECTIVE SERVICES (CPS) AGENCY.

Wow, that was really low. Cheryl is unstable and frankly, a bitch so I really don't have an objection to your comment about her especially because she's an adult. But Brek is 11 or 12 years old- can you imagine living with such an unstable mother? One who never pays any attention to you because she's too busy "treating" everyone else? I'd be a little screwed up too. Think about what one year with her does to kids...now think about his almost 12 years. I don't think that was an appropriate comment at all.
