If AARC is treating a brain disease, are they not providing medical treatment?  If they are providing medical treatment, do they not require a license?  Since the Wiz is a phys ed teacher and school guidance counselor, what could ever possess him to believe that he is able to treat a disease?  Better yet, what convinced Dr. Dookie et al. to put this person in charge of a facility treating a brain disease?
