Here is information about beatings that routinely take place in California Youth Authority facilities. This is not uncommon. It also happens in private for-profit youth prisons where parents are the judge and jury. The Attorney General of California refused to prosecute "counselors" that beat two youths. http://www.sfgate.com/cgi-bin/article.c ... These atrocities were caught on video tape. It appears the counselors are taking the kids down in an area that they think may be free from the telling eye of the camera since they are over to the far side. One can view this at:

The day before this happened (in January) two other teenagers where found hanged in their cells. Here is more information on some of the abuses that includes putting youth into cages. wh

It seems that those who we have elected and hired to look after the rights and safely of our youth are doing a terrible job. This issue must somehow become a topic of major concern to the public at large or nothing will be done. It seems that the only time this issue gets press coverage is when someone dies.
A free man must be able to endure it when his fellow men act and live otherwise than he considers proper. He must free himself from the habit, just as soon as something does not please him, of calling for the police.
Ludwig Von Mises

About the beating:
The incident in question happened inside Stockton's N.A. Chaderjian Youth Correctional Facility. Internal affairs investigators say surveillance cameras caught two correctional officers beating two teenage wards on Jan. 20.
Investigators write in the report that Correctional Officer Delwin "Brown punched a CYA ward approximately 28 times, approximately 13 times with his right hand and approximately 15 times with his left hand."
They also say that while the ward lie face down on the ground, the videotape shows Correctional Officer "Marcel Berry, after handcuffing another CYA ward ... kick (the ward) in the facial area. ... The ward was lying face down on the floor, handcuffed, not resisting and no longer a threat."
Furthermore, the report suggests four other officers who witnessed the incident tried to cover it up by accusing the teenagers of assaulting the officers.
Investigators wrote: "The reports submitted...(by the officers) were misleading, factually false and contradicted by witness statements."
Note: Unfortunately kids who are locked up in for-profit teen programs don't have the advantage of video cameras documenting their abuse. All they have are their memories. Memories often don't hold up in court. What's so appaling is that the Attorney General is refusing to prosecute even with this hard evidence. Life may have no meaning. Or even worse, it may have a meaning of which I disapprove.
