Program referral agents.  Educational Consultants.  Program Owners and Paid Employees. Teen Transport Agencies.  Outside Suppliers and Service Providers e.g. Sanitation Companies, Grocers, Public Utilities Companies, Local M.D.'s and DDS's, and of course, the parents who commit their children into these money-making and money-sucking institutions.

Ever heard of Royal Haven? Obsidian Trails? High Peaks Wilderness? On Track? These are just some of the programs with a controversial history that come to mind.  There are others.
