French president Nicolas Sarkozy has launched a hard-hitting plan to send teenage thugs to a new generation of military boot camps.

Juvenile delinquents would be subjected to 'tough discipline for their own good' in secure centres run by the French army.

Mr Sarkozy - who once described rioters as 'scum' - said current punishments for youth offenders were not tough enough.

He said in a speech today: 'The underage delinquent of 2011 is completely different to those of 1945. Today he is younger and more violent.

'Military supervision for young criminals will allow them to undergo citizenship training within a military framework.

'These youngsters will receive strict discipline which will do them a lot of good and help them to break their cycle of delinquence.'

During the speech at the opening of a new young offenders institution near Paris, the president also announced the creation of 30,000 new prison places by 2017.

Mr Sarkozy - who is widely believed to be standing for re-election as president next May - is known for his tough stance on young criminals.

As interior minister six years ago, he was accused of inflaming three weeks of nationwide street violence by saying of urban rioters: 'They are scum who need to be cleaned from the streets with a power hose.'

An Elysee palace spokesman said plans for the new military camps would now be studied by the prime minister and justice secretary before being put before parliament.

Most countries in Europe including Denmark have politicians who believe that they can create boot camps which would cure troubled teenagers. They are in fact just 10-15 years behind the US. They don't know or don't want to know that the US camp have failed. Boot Camp's are expensive and they don't produce results which are better than any other residential option.

In our organisation we do believe that actions should have consequences. We believe that the key element is to include youth in the court process. Let the jury consist of teenagers from the local boarding school. Let the punishment consist of a choice. Either community service or equal hours in lockup at the local police station depending of the mood of the teenagers. If the teenagers are sentenced to 2 days of community service they can choose to servce them helping the park services or show up at the police station in the morning with a book and stay there until the evening. In Denmark the county jails are basically empty until evening where there are filled with drunks and street fighters. Why not use the space for those who want it instead of getting green fingers?
