Title: Hypothetical question

This is an imagined situation only:

You do run a quiet little lockup for minors which are able to fly under the radar because you have the common agreement with the local sheriff about not making reports of runaways and also you have been able to avoid killing some of the residents.

One day you agree to enroll a teenager who you later discover has a support group, which are willing to write a lot of letter and make a lot of noise.

You can do two things:

1) Enroll the teenager and hope that the support group forgets about the case and close down eventually, but you can no longer operate in the darkness.

2) Offer the family a deal based on fooling them by saying that your examination did show that the problems was not so severe and put the teenager in a independent living program aka shelter you also have in your control where you arrange with the family that the shelter house and feed the teenager, which goes to a normal high school in exchange for no money and only a minor non-existing allowance hoping that the teenager will commit errors and the original plan can be justified.

With both solutions the owner get money from the family and the teenager under some kind of control.

What option would you choose as a program owner?

So... which state might this "hypothetical" program exist in? Missouri, perchance?

Yeah, this question isn't so hypothetical. It's almost impossible, though.

The logic flaw is right here.

Not plausible. If they ran the place then all the original assumptions would still apply and it'd be part of the program. And there's no way in hell they'd pay for a place like that. The closest you'd come is Benchmark and its hotels, but that's not what you're talking about.

Well, when a teenager runs away, normally you will find at least one record for an endangered teenager. It would take a couple of very cool parents to not report it. Here the police will go public after some 7-9 days. One of the organizations we work with monitor runaway articles so cases where teenagers did run away from program can be registered. We have not found any records concerning this teenagers despite the fact the this person was underground for +20 days.

Every sign indicates that the so-called runaway attends a public school but lives at a kind of shelter.

The program owners run a shelter in town not so far from the home town of the teenager. A shelter where the program owners can wait for any mistake which can justify the original  plan. It was just a thought.

It was not the place I had in mind, but it sounds like a good place to hold rebellious teenagers, who claim to be able to make it on their own hostage and just wait in the dark like another predator and strike on the first mistake.
