If you believe you have received false emails that are impersonating another involved with a legal case against WWASP, or an email containing a virus, who would be the appropriate government agency to report this to?

Can you please be more specific or at least give an example of what you are referring to?

None. If you want to pursue legal action, get in touch with your ISP and see if they can help you with accurate logging info.

But any halfway decent hack can pretty easily hide their identity if they're paying attention. And and chances are you and some of your friends just got hit with a random virus. That's what they do, they take your address book, run funny little algorythms on the addresses and go forth and annoy everyone they can. The best way to deal with that is to get good virus scanning software and to NOT use email client software that does you the favor of executing anything that comes in automagically.
