Since the Juvenile Justice System, for me, IS an INSTITUTION - and they say in this report that it's better to have a community type program...doesn't that fit right into what wwasps or other similar treatment programs are doing?

Note what they think is not effective/

Only if the "community" you have in mind is, say, Panmunjom, North Korea.
