Finally-looks like police are on to Darryl Williams-the so called admissions director of that hellhole. His charges are related to a beef marketing business. Hopefully they are investigating all his business dealings now, and I don't think it is going to take much of a forensic audit to uncover his crooked dealings there. And if convicted..hopefully he will not be employable anywhere near children. In Ontario, I believe you have to have a clear criminal record to work with minors. Hope he is shitting his pants, along with the rest of the admin people at Rocklyn.

A farm marketing firm in Grey Bruce is alleged to have bilked farmers out of nearly a million dollars.
Two people connected with Grey Bruce Beef Marketing and All County Feed and Grains have each been charged with fraud.
Grey County OPP allege farmers were not paid for product sold to abattoirs and feed companies through the two local firms last year.
Constable Steve Starr says they started looking into the allegations back in January after a complaint from a group of farmers.
Police allege the total amount of the 13 alleged frauds is in excess of 750 thousand dollars.
The victims are mostly beef producers from Bruce, Grey and Wellington Counties.
A feed supply company in Waterloo Region is also listed as a victim.
38 year old Mark Kuglin of Meaford and 57 year old Darryl Williams of Chatsworth have both been charged with 13 counts of fraud over 5 thousand dollars.
Both men are listed as officers with the incorporated company.
Starr says they don't anticipate laying any further charges but they would like to speak with any other victims.

Promoters of 'all natural' program can't be reached for comment

The Ontario Provincial Police are investigating a business linked to a beef marketing scheme that was promising producers as much as $2,000 for a steer that would fetch less than $1,400 in regular markets.
On Wednesday, Const. Steven Starr with the Grey County OPP confirmed a member of the detachment's crime unit is investigating All County Feed & Grain Ltd. and its operators Darryl Williams and Mark Kuglin but said he could not release any other details.
Neither Williams nor Kuglin could be reached for comment.
Established in 2006 by Williams and Kuglin, All County sold cattle and horse feeds and supplements. In April 2008, Williams and Kuglin launched Grey-Bruce Beef Marketing Ltd. The venture offered big prices for cattle raised on "an all-natural diet," free of antibiotics and growth hormones. They planned to sell locally produced beef to Ontario restaurants, stores and food services.
James McKinlay said he was among more than 20 producers who attended a meeting in Markdale in May to promote the venture to producers. "At that point they were targeting 10 head per week and of course it was a fairly attractive and I think the phone probably rang off the hook for them," says the Ravenna area producer.
In a Jan. 7 interview, Kuglin said the venture ran into trouble in the summer of 2008 when customers receiving a big shipment of meat sent to festivals in Ottawa refused to pay for it in full. Some of the meat was subsequently condemned because of labelling, he said.
On Sept. 22 the business' provincial cattle dealing license, issued June 16, 2008, was revoked because All County failed to pay producers.
Kuglin said he was a minority shareholder in the limited company and was forced out in December. Documents filed Dec.12, 2006, when the company was incorporated, show Williams as president, secretary and treasurer.
In January All County closed the doors of its Markdale area location.
McKinlay said he's owed payment for 14 head of cattle. "Fortunately we're not into it in huge numbers but it's still significant."
Brian Tulloch, a Meaford area beef producer who supplied cattle to the venture since its launch, said he's owed $30,000.
Doug and Lois McComb and their son Dan, who farm near Chatsworth, lost more than $100,000.
McKinlay thought he was protected by the Ontario Beef Cattle Financial Protection Program but found out he didn't qualify because he had agreed to terms of payment not allowed under the program.
Administered by the Ontario Ministry of Agriculture, Food and Rural Affairs, the program licenses cattle dealers and maintains a financial protection fund that compensates producers when a licensed dealer defaults on payment. To qualify for coverage, producers must obtain payment within two days of sale or within two days of grading a carcass and not to extend credit to a dealer. Otherwise a claim to the financial protection fund may be refused.
Ministry spokesperson Susan Murray said she could not comment on whether OMAFRA's regulatory compliance unit is considering an investigation into All County. "There are claims being made and different things going on; we just can't comment on what might be happening – on specifics." BF

(Chatsworth, ON.) – Grey County OPP has laid criminal charges following an investigation into the activities of a local marketing firm.
The investigation began in January, 2009 when a complaint was received alleging that a group of farmers had not been paid for product sold to abattoirs through a Grey County based marketing firm known as Grey Bruce Beef Marketing Ltd. and associated company All County Feed and Grains.
After a lengthy investigation by the Grey County OPP Crime Unit two men listed as officers with the incorporated company have been charged with multiple counts of fraud. The frauds are alleged to have taken place during 2008 and involved failure to pay for beef and or related feed products with victims, mostly beef producers, identified in the counties of Grey, Bruce, and Wellington. A feed supply company in Waterloo Region is also listed as a victim. The total amount of the 13 alleged frauds is in excess of $750,000.00.
Mark Kuglin (38) of Meaford was arrested and released on the 6th of August with an undertaking. He is scheduled to appear in the Ontario Court of Justice-Owen Sound on the 22nd of October, 2009.
This afternoon (12-Aug-09) Darryl Williams (57) of Chatsworth Township, the director of the companies, was arrested without incident and taken into custody. He is scheduled to appear for a bail hearing tomorrow in Owen Sound.
Both men are charged with 13 counts of the Criminal Code offence of Fraud over $5,000.00
The investigation is continuing and anyone with information that might assist in the investigation is asked to contact Grey County OPP or Crime Stoppers.

I doubnt Rocklyn would care a lot about having a criminal work with children..... hell they'd probably feel it was an asset to have someone experienced in fraud help them with their books. I used to wonder how these people slept at night. I will always wonder to what extent his alleged criminal activities were part of his persona at Rocklyn, at to what extent other admin staff knew or participated. In one article a year ago he refers to himself as a retired medical doctor, another article refers to him as a retired vet. He is and never was either. Hopefully the police will look at this place with a fresh eye, and worse..lol..Revenue Canada. None of the girls there had committed crimes more serious than the one he is alleged to have committed, yet they were treated often cruelly, with contempt and with disregard for their safety. They were there because what..they had addiction issues?? though he claims they don't treat them there. With mental health issues. With family issues. Because they fought with their families, skipped classes..couldn't perform academically? HAd ADHD. OCD? Good god, what a waste.

One thing that I have been puzzling about, reading this tale over and over again, is why on earth these cows were supposed to be fed a predominantly grain diet. If Williams were actually a veterinarian, as some accounts allege, he would have known that cows -- being ruminants -- do best when their diet contains adequate cellulose, e.g., grass, hay, and other coarse forage materials. That's how their stomachs and digestive routine have evolved for thousands and thousands of years.
If cows are fed a predominantly grain or silage diet, the ingested material doesn't spend enough time being processed, and doesn't get processed correctly (meaning there's little/no of that essential chewing of the cud). This leads to inefficient extraction of nutrients, not to mention potential infection and discomfort to the cow due to an unhealthy consistency of excreted matter.
Perhaps the answer lies in just how All County Feed and Grains was best able to turn a profit. You can't make a killing selling hay. Darryl Williams and Mark Kuglin were, of course, also co-owners of that enterprise. They suckered these farmers both coming and going.

Police charged Mark Kuglin, 38, of Meaford Aug. 6 and released him on an undertaking. He is scheduled to appear in Owen Sound court Oct. 22.

The Sun Times reported Williams was the owner/operator of All County Feed & Grain Ltd.
The story about the police investigation said Williams and his former business partner, Mark Kuglin, also ran Grey-Bruce Beef Marketing Ltd., which started in April 2008 with plans to sell local beef to Ontario stores, restaurants and food services providers.
According to an online Better Farming article, Williams was promising beef producers as much as $2,000 for a steer that would sell for less than $1,400 in regular markets. The catch was the cattle had to be on "an all-natural diet," meaning they were free of antibiotics and growth hormones and predominantly fed grain. Close to two dozen producers took Williams up on the venture by late May 2008.
Williams told the Toronto Star in July that he had secured a contract to supply 100,000 hamburgers from 85 animals to three Ottawa music festivals, a lucrative deal signed just two months after opening.
The problems, according to Kuglin in an interview in February, started shortly thereafter when the festival organizers allegedly didn't pay in full.
By September 2008, Williams had his provincial cattle dealing licence revoked for failing to pay producers, an Ontario Ministry of Agriculture, Food and Rural Affairs spokeswoman said.
Police are still investigating. Anyone with information that might assist in the investigation is asked to contact Grey County OPP or Crime Stoppers.

Interesting Ursus-thats my understanding too. He is not a vet or a dr. I contacted the governing bodies for those professions. He is not, never was-though the kids and parents were led to believe he was a dr. He apparently has a PHd in medical sciences from Florida(who really knows-not like anything he says pans out), not even close to an MD.
Interesting , but we were told the meals were all organic-there were cows in the barn at the school. The food was awful, mostly carbs.So he got to sell the beef to Rocklyn too I guess.
Somehow, Darryl managed to get the Heart and Stroke Society to give his beef a healthy seal of approval-according to some study which showed high omega 3's or something. Wonder how embarassed they are. I wonder where the hell he had that study done. ::)

The next time you’re thinking about throwing a juicy steak on the grill, a local business is also hoping that you think about health.
The idea for Grey-Bruce Beef came from the owners of the All County Feed and Grain Company who wanted to help keep beef close to home.
In turn, their beef is the first in Canada to get the Heart and Stroke’s Health Check approval.
“When you taste our meat, without salt or marinade, people always switch,” said president Darryl Williams, who co-owns the company with Mark Kuglin.
He said the beef raised in Elmvale, Stayner and Grey County is naturally grain-fed. They are growth hormone-free, antibiotic-free and implant-free. It’s going back to the way our grandfathers farmed, said Williams.
This makes the meat low in sodium, low in fat, free of trans fats, high in omega-3 fatty acids and high in selenium, said Williams.
He was so confident in his product that it was taken to an independent lab for testing that has shown some health benefits. That’s when the Heart and Stroke Foundation decided to endorse the product.
Williams said he doesn’t mind paying farmers a premium for a healthier diet and a humane lifestyle for their AA stock before it ends up on a plate.
“Our premise is farmers should be paid a premium to turn a profit,” he noted.
Cattle are born on the local farm and only have to leave when it’s time for processing, which is done in Walkerton.
Williams said his beef is good for consumers, and it’s unfortunate the public has learned to distrust red meat over the past few years.

Nutritional facts for beef (I have used regular beef in the search since I'm not inclined to believe Darryl Williams's marketing, considering he's up for fraud)
Calories: 447 (22% of reccomended daily intake)
Calories from fat: 117
Total fat: 13g (20% of reccomended daily intake)
Saturated fat: 4g (21% of reccomended daily intake)
So not too bad so far (however this is provided you don't add anything as you cook or marinate the beef, as most people will) But then it gets interesting....
Cholesterol: 1069mg (356% of reccomended daily intake)..... notice he doesn't mention low in cholesterol.
Sodium: 176mg (7% of reccomended daily intake) so really his beef being "low in sodium" is not really a deviation from any other beef..... until people coat it in salt.

But because Darryl's "special" beef has the seal of approval, now there's probably been people out there with heart conditions who think "well I usually can't eat beef.... but this one must be okay!" Wonder if he's caused a heart attack yet.

But because Darryl's "special" beef has the seal of approval, now there's probably been people out there with heart conditions who think "well I usually can't eat beef.... but this one must be okay!" Wonder if he's caused a heart attack yet.
Williams had the farmers spike the cows' feed with selenium (not unheard of, in veterinary circles). There is a rumor that adequate selenium in the diet is supposed to be healthy for your heart. It has also been indicated, in some (controversial) studies, as having some tumor suppressive effects.
While an essential trace element in the diet, too much selenium (http://http://en.wikipedia.org/wiki/Selenium) can be quite toxic. I have no idea how much these cows got, but I doubt that was translated into too high levels in the meat itself (since humans rarely live on steak alone, although I could be wrong). As for how this supplementation affected the cows themselves, that might be another matter...
As far as I can tell, unless there is data supporting an unusual dearth of selenium in Ontario soils, noting the addition of selenium to these cows' diets is nothing more than yet another marketing gimmick (presuming it wasn't overdone).

Incidentally trans fats do not ordinarily occur in nature, except in the case of ruminants:

It would appear that the meat from all cows contains (trace amounts of) trans fat as a result of the obligatory microbial environment inherent to ruminant digestive processing.
International labeling regulations (http://http://en.wikipedia.org/wiki/Trans_fat#Public_response_and_regulation) and intake recommendations of trans fats vary according to country (even city, in some cases), and are currently in a state of flux as scientists scramble to gather more data. As far as I know, Canada allows products with less than 0.2 grams of trans fat per serving to be labeled as free of trans fats. Naturally occurring trans fats from animal sources (considered by some to be less harmful than artificially produced trans fat) are included in that trans fat assessment. The United States is even less stringent: "trans fat levels of less than 0.5 grams per serving can be listed as 0 grams trans fat on the food label."
According to the nutritional facts for beef (http://http://www.nutritiondata.com/facts/beef-products/3477/2) cited by the afore posted link, a serving size of 100 gm (supplying 25.1 gm protein, or 50% DV) contains 4.2 gm total fat. Even assuming the highest percentage of naturally occurring trans fat, namely 5%, this results in ... 0.21 gm trans fat per serving. Hence, all beef in Canada, not to mention the United States, can be labeled as free of trans fat, not just the "special beef" from Grey-Bruce Beef Marketing Ltd.!
Incidentally, I wouldn't be surprised if the above facts and figures strongly affected how Health Canada derived their labeling restrictions. Gotta keep Agri-Binnis happy.

If I were a current or potential Rocklyn Academy (http://http://www.rocklynacademy.com/home.htm) parent, I'd certainly question the verity of their marketing claims, namely the "positive social and personal growth environment" Rocklyn allegedly gives these young women.
Incidentally, why aren't staff noted on Rocklyn's site? Red flag right there, that's for sure. My guess would be that either the turnover is so high that they can't keep updating their website, or staff background and credentials may be so iffy they don't want those revealed.

They have removed the staff list as well as the ramp program consequences-just a few weeks ago. It looks like admissions inquiries now go to Anne Kossatz who is Darryl Williams' wife, and has a marketing background ::)
The staff turnover is very high-local women to do the supervisionin the house. Never any qualifications listed. In my experience they were poorly educated, untrained, sometimes very nasty, sometimes well meaning but so lacking in any training that they put the girls and themselves at risk. Anyone with any real training would be appalled, as the place has no real therapeutic value at all.
The teachers are mostly nice people..with no qualifications or teacher training. No certified teachersAgain, my experience was that the academic quality was very poor.
The therapists..seem to change alot. The one i had experience with was clueless. The main guy, Mark Pratt is a very nice person, but surely he understands what they are doing is wrong. Surely he understands that Darryl was not a dr?? How can he pretend that being at that place is in any girls best interest.
The owners, Dale Stohn and Bob Shaw seem to stay in the background. Dale is a nasty piece of work and shows nothing but disdain for the girls, except the few she makes her favourites. She is supposed to be a psychotherapist, but from what school who knows. She runs a breast thermography clinic on the side now. They fees range up to 60,ooo$ a yr-they vary according to the yer or inmate. But the fees they charge on top-every time you call home they bill your parents claiming a therapist must monitor the call.
Parents should run. I know its sometimes desperate when there are so few resources out there, and they take advantage of that. Honestly your kid is better in a psych ward if needed with real doctors, real therapists and human rights. Even they allow phone calls home every day, and visitors and don't monitor your calls, or make you clean dirty toilets or deny proper medical care.

If any of the former Rocklyn students or parents wanted to make a complaint now would be a good time to do it. Potentially mentioning Darryl. Hopefully the complaints will be taken particularly seriouslly now with Darryl's name attached.
There's the fraud division of the police,the better business bureau, the department of education (for the afore mentioned unqualified teachers), and the medical board (for unsatisfactory therapy)

I agree time is of the essence. Call while the investigation is underway and they are interested. The best bet is to contact police-either the RCMP as complaints have apprently been recently lodged, or with the OPP detachment mentioned above as they are doing the fraud investigation related to Darryl williams.
Private schools don't have to use certified teachers, though most parents dont realize this, and Rocklyn does not mention what the staff qualifications are. Or lack therof. :- It might be worth calling Childrens Aid (CAS) for Grey Bruce. If Darryl provided medical advice or care of any kind the police and the College of Surgeons for Ontario should be contacted.
These guys manage to fly under the radar-and there are no regulating bodies for these types of schools in Ontario. Parents beware.

Children's Aid would be paticularly good because they HAVE to investigate every complaint. I wonder what would happen if Rocklyn received an unscheduled visit from some people looking into propper treatment of children....

Interesting Ursus-thats my understanding too. He is not a vet or a dr. I contacted the governing bodies for those professions. He is not, never was-though the kids and parents were led to believe he was a dr. He apparently has a PHd in medical sciences from Florida(who really knows-not like anything he says pans out), not even close to an MD.

Apparently, ISAC has already received several very long and very detailed complaints about Rocklyn that came with a "don't make this public" request.
True to the ideals of integrity and consideration for the victims of said abuses, when thus requested, ISAC subsequently ... does not make them public.
However, in order for ISAC to be able to put documents detailing noted abuses at Rocklyn Academy on ISAC's website, they will need material that can be made public.
Having your name withheld from what gets put on the website is not the same thing as "don't make this [entire document] public," so perhaps there has been some confusion involved in that interpretation.
If you are one of those people who has submitted material to ISAC, and wish to have your material made public, just your name withheld, I strongly encourage you to re-contact ISAC to clarify your intentions.
Here are some examples of material that would be useful: personal statements (could be from student/client, parent, relative, etc.); copies of police reports; copies of or links to pertinent published material, e.g., local news reports, etc.; copies of legal wranglings, e.g., depositions, lawsuits filed, etc.; physician statements or reports, mental health assessments or reports; and more that I can't think of off the top of my head at the moment.

Mr. Bill Murdoch: A typical beef product exchanges about 30 hands and travels hundreds, if not thousands, of kilometres from the time it's weaned until the time it ends up on our plate. All County Feed and Grain is changing that trend in Bruce-Grey-Owen Sound by introducing a new marketing tool for beef products. Much like the 100-mile diet concept, this Markdale feed company's values are based on supporting local food production.
All County Feed and Grain is helping local farmers increase their profits by eliminating the middleman and buying and selling only locally grown beef to local customers. This local beef is raised without hormones and antibiotics. It's also fresher, and that means tastier and more nutritious.
All County Feed and Grain owners Darryl Williams and Mark Kuglin started their business only two years ago, first selling feed for horses from a mill between Markdale and Meaford, and eventually expanding into buying and selling beef products. Last week, they processed about 100 animals. Again, at a time when farmers are struggling financially in the face of crippling cattle markets, this is a good-news story that offers all of us a new glimmer of hope.

A Markdale area company is promoting locally produced beef.
All County Feed and Grain started two years ago selling feed for cattle.
They've expanded into buying and selling beef products.
They buy the animals locally, have them slaughtered locally and sell the products through local butcher shops, retailers, restaurants and institutions.
Owner Mark Kuglin says Grey Bruce beef producers need the support.
Bruce Grey Owen Sound MPP Bill Murdoch has praised Markdale's All County Feed and Grain for the record in the legislature.

Efforts are underway in Simcoe and Grey County to promote local beef to local consumers.
Darryl Williams is the co-owner of All County Feed and Grain in Markdale.
He has started the process of helping local beef producers process and market their product locally.
Williams says the farmers retain ownership of the cattle and Williams and his partner Mark Kuglin then arrange for the animal to be butchered locally and the meat then sold in local stores.
He says that reduces the number of middle men dealing with the product and reduces costs to the consumer.
Williams notes it also increases profits for the farmer.
Williams says they set up this enterprise after seeing all those suffering in the local beef industry.
He adds what's more important is this locally produced beef is raised with out hormones and antibiotics.
Williams says the beef is available at several butcher shops in Meaford and Collingwood.

For Darryl Williams and Mark Kuglin, the whole venture started with a simple question: if they could sell a bunch of local beef to supply food for some festivals in Ottawa, why couldn't they market and sell local beef to local consumers?
With that question, Grey-Bruce Beef was born. As owners of a feed company that supplies both horse and beef farmers, Williams and Kuglin know better than anybody the struggles of the local beef farmers.
Their idea stemmed from a contract they received to supply hamburger patties to Ottawa for its various summer festivals. They approached local beef producers to fill the orders. Afterwards, they wondered why they couldn't directly supply the local market like they had Ottawa.
It's their goal to change the way local consumers purchase their beef products. Williams and Kuglin started Grey-Bruce Beef to specifically market local beef to local consumers and butcher shops.
They have been on an advertising blitz recently to raise awareness and encourage beefeaters to buy a local product. Locally, the Sirloin Cellar has signed up and has Grey-Bruce Beef available for purchase.
The have several goals with their new venture. First and foremost is to help the area's struggling farmers. They also want to prove to the local population that a local alternative for beef products is available. In addition, a strict feeding regiment for the animals they process is designed to ensure that their beef if healthy and tasty. Their beef recently received a Health Check endorsement from the Heart and Stroke Foundation.
They have managed to sign up beef producers across both counties. They have several producers in Grey Highlands, Meaford and The Blue Mountains supplying them with beef.
"We need the public to get on the band wagon for this and to understand what we're doing," Williams said in an interview with The Express last week.
"It started with a question. Is it possible we can keep our beef in the local area and market? It has blossomed from their with farmers joining the program. There's been a real groundswell," he said.
Their key point is that the meat they sell is local. Kuglin explained that animals in their program stick to a strict regiment for how they're fed and raised. Cattle on the program are naturally grain-fed, they are hormone-free, they are antibiotic-free and they are implant-free. All producers of the All County Feed Program comply with strict on-farm audited feed, husbandry and animal management guidelines.
All producers must be certified with the Quality Starts Here - Verified Beef Program sponsored by the Ontario Cattlemen's Association.
All cattle are raised locally, they are sent to local processors, using local transport companies. The meat produced is also marketed to the health conscious. The meat is leaner and falls within the 100-Mile Diet.
"It's a quality product. I've eaten it for over 10 years and I won't eat anything from the store," said Kuglin. "We're trying to do our part to preserve a way of life here. Farmers are the heroes. They have been taking all these knocks for years," he said.
Profitability for the farmer is the key goal of the program. By going directly to the farmers for beef Williams and Kuglin are eliminating the layers of middlemen usually required to get cattle from the farm to the market. They have already processed over 100 cattle so far and have seen demand for the product rise as awareness increases.
"The farmers are making a decent profit per animal. Those that have seen it are believers. We want to continue to flow profitability to the farmers," said Williams.
"Our farmers are entitled to a decent profit for a good product," Kuglin added.

Darryl Williams and Mark Kuglin are in the health-food business. That fact may surprise some people because their product is beef.
Williams and Kuglin are the founders of Grey Bruce Beef. All of their beef is guaranteed to be low-sodium, low in fat, free of transfats, high in omega-3 fatty acids and high in selenium, an essential micronutrient key to the manufacture of antioxidants.
It is, the founders say, beef that is actually good for your heart.
Although it took a while to develop, the philosophy behind Grey-Bruce Beef's product is simple and profoundly logical: beef isn't bad for us; it is the things we put into cattle to make more beef that can be unhealthy.
"We feed our cattle an all-natural diet, we don't give them growth hormones and we don't give them antibiotics," said Williams. "And the result is better tasting beef that's better for you."
While the feed Grey-Bruce uses is all-natural, however, it is also predominantly grain. Many experts in animal nutrition recommend a diet of grass or grass mixed with grain for cattle, as it's closer to their natural diet and better for their digestive system.
Still, the partners say they are already realizing a profit after launching sales in April.
"We have contracts to sell four times as much next year," said Kuglin. "We started late – contracts are usually made in January – but we didn't have any animals then."
Like many partnerships, Markdale, Ont.-based Grey-Bruce Beef started by chance.
Williams was a medical doctor living in Mississauga when his wife persuaded him to move to the country.
"She always loved horses and riding," he said. "And that's how she met Mark's wife, who is a horse trainer." As the two women got to know one another, so did their husbands.
Williams had a lucrative business selling horse bedding and Kuglin had been in the feed business for about 15 years, so the pair decided to put their interests and expertise together.
They founded All County Feed and Grain to sell high-quality horse feed to area farmers in 2006, but were soon approached by a number of beef farmers in the area who were looking for better feeds for their stock at lower prices.
Both Williams and Kuglin were impressed by the farmers' integrity and desire to make a good product, but they could also tell that things weren't working out well for them. "Beef was going the way of hogs in Ontario – towards extinction," said Kuglin. "But these people were dedicated to their way of life."
Williams and Kuglin realized that by getting quality feed to the beef farmers at a decent price they could not only make money, they could also improve the quality of the product.
And the partners say they changed the way the beef was farmed.
"We've learned a lot over the years," said Williams. "Look at the 1970s – for years they pumped cattle full of stilbestrol (an artificial growth hormone) until they found out it was a carcinogen and banned it." Since then, he said, red meat acquired a reputation as an unhealthy food – a situation made significantly worse with the bovine spongiform encephalopathy, or BSE, crisis in the 1990s.
So, the company swore off growth hormones, then banned antibiotics in healthy animals.
"We're not going to be cruel. If an animal gets sick and needs antibiotics, we will administer them," he said. "But that animal will be given a red ear tag and will be processed as mainstream beef, not Grey-Bruce Beef."
Convinced that the quantity-over-quality methods that have been used over the last generation or so have sapped both the nutrition and taste from beef, Grey-Bruce Beef went back in time.
"We're convincing farmers that they can make a better product by using traditional methods," Williams said.
"We're trying to get them to farm the same way their grandfathers did, not the way their fathers did."
But while it may be all natural, don't expect to see Grey-Bruce Beef with the word "organic" on its label.
"It's not organic, it's all natural," said Kuglin. "We could get it certified as organic, but we would have to get our farmers to buy specific certified organic feeds for three times the price – and they didn't want to do that."
Instead, they closely monitor the cattle and let the quality of the meat speak for itself.
A grilled eight-ounce Grey-Bruce Beef sirloin looks very much like any other version of the same cut. Even without being marinated, it cuts and chews easily, despite a very obvious lack of marbling.
The partners say it has a deep, earthy beef taste without any of the oiliness associated with richer cuts.
Compared with a similar cut from a supermarket prepared the same way, the difference is not unlike a supermarket tomato compared with one grown in your own yard.
Williams attributes a big part of that rich taste to the fact that his beef is local.
"You ever taste OJ in Florida? It's so much better than what we get here," he said. "It's because they use fresh oranges; for us, they pick green oranges and they ripen in the truck on the way up here; the difference is huge."
That situation, he said, is far worse for beef.
"Remember, this is an animal we're talking about," he said. "Imagine the stress of being taken from an Alberta farm in the freezing cold and trucked 3,500 miles to Ontario."
Because it's so tough on the animals – who are much more likely to become sick or be injured in transit – they need to be given extra antibiotics. And because they will be exposed to unfamiliar elements and microbes in Ontario, the cattle require even more antibiotics.
Williams estimates that getting beef from Alberta to Ontario can take up to 31 different steps and that the live cattle may travel up to 6,000 kilometres.
By comparison, a calf born and raised on an Ontario farm may make four trips and travel about 100 kilometres.
Using his samples as his sales pitch, Williams managed to secure a contract to supply burgers to Ottawa's outdoor festivals in June and July. It was an order to supply 100,000 burgers from 85 animals just two months after opening for business.
The company now has sales offices in Barrie, Ottawa, Lucknow in Bruce County and Heidelberg in Waterloo County, with another opening in Parry Sound next month.
Toronto, however, is another story. "I'd prefer to surround Toronto before moving in," said Williams.
But he may not have that option. Dave Melly – the head butcher at Healthy Butcher, a Toronto-based premium meat retailer – is considering bringing Grey-Bruce Beef cuts to sell here.
"They have an interesting philosophy," said Melly. "They do everything they can to control their feed, which is very much in line with what we do."
Grey-Bruce Beef is already available to people in the GTA through greybrucebeef.ca, the company's website.
"Sure we'll ship to Toronto," Williams said. "But we'd have to impose some minimum order restrictions." And the company has just signed with Target Wholesale – a Toronto-based barbecue and heating specialist – to distribute beef in the GTA.
When Grey-Bruce Beef's products do hit shelves in the Toronto area, they may find the premium beef market crowded with established players like Cumbrae's, St. Jamestown, Brown Brothers and Pusateri's, all saying they offer high-quality meats at reasonable prices. Carving out a niche among such trusted names could prove daunting.

Finally-looks like police are on to Darryl Williams-the so called admissions director of that hellhole. His charges are related to a beef marketing business. Hopefully they are investigating all his business dealings now, and I don't think it is going to take much of a forensic audit to uncover his crooked dealings there. And if convicted..hopefully he will not be employable anywhere near children. In Ontario, I believe you have to have a clear criminal record to work with minors. Hope he is shitting his pants, along with the rest of the admin people at Rocklyn.

Finally-looks like police are on to Darryl Williams-the so called admissions director of that hellhole. His charges are related to a beef marketing business. Hopefully they are investigating all his business dealings now, and I don't think it is going to take much of a forensic audit to uncover his crooked dealings there. And if convicted..hopefully he will not be employable anywhere near children. In Ontario, I believe you have to have a clear criminal record to work with minors. Hope he is shitting his pants, along with the rest of the admin people at Rocklyn.

Apparently, ISAC has already received several very long and very detailed complaints about Rocklyn that came with a "don't make this public" request.
True to the ideals of integrity and consideration for the victims of said abuses, when thus requested, ISAC subsequently ... does not make them public.
However, in order for ISAC to be able to put documents detailing noted abuses at Rocklyn Academy on ISAC's website, they will need material that can be made public.
Having your name withheld from what gets put on the website is not the same thing as "don't make this [entire document] public," so perhaps there has been some confusion involved in that interpretation.
If you are one of those people who has submitted material to ISAC, and wish to have your material made public, just your name withheld, I strongly encourage you to re-contact ISAC to clarify your intentions.
Here are some examples of material that would be useful: personal statements (could be from student/client, parent, relative, etc.); copies of police reports; copies of or links to pertinent published material, e.g., local news reports, etc.; copies of legal wranglings, e.g., depositions, lawsuits filed, etc.; physician statements or reports, mental health assessments or reports; and more that I can't think of off the top of my head at the moment.

The next time you're thinking about throwing a juicy steak on the grill, a local business is also hoping that you think about health.
The idea for Grey-Bruce Beef came from the owners of the All County Feed and Grain Company who wanted to help keep beef close to home.
In turn, their beef is the first in Canada to get the Heart and Stroke's Health Check approval.
"When you taste our meat, without salt or marinade, people always switch," said president Darryl Williams, who co-owns the company with Mark Kuglin.
He said the beef raised in Elmvale, Stayner and Grey County is naturally grain-fed. They are growth hormone-free, antibiotic-free and implant-free. It's going back to the way our grandfathers farmed, said Williams.
This makes the meat low in sodium, low in fat, free of trans fats, high in omega-3 fatty acids and high in selenium, said Williams.
He was so confident in his product that it was taken to an independent lab for testing that has shown some health benefits. That's when the Heart and Stroke Foundation decided to endorse the product.
Williams said he doesn't mind paying farmers a premium for a healthier diet and a humane lifestyle for their AA stock before it ends up on a plate.
"Our premise is farmers should be paid a premium to turn a profit," he noted.
Cattle are born on the local farm and only have to leave when it's time for processing, which is done in Walkerton.
Williams said his beef is good for consumers, and it's unfortunate the public has learned to distrust red meat over the past few years.
Locally, Grey-Bruce Beef is available on the menu at Michael and Marions, and Fitzy's Crabshack and Wine Bar.

To be fair, it doesn't appear as though he is misrepresented here, providing, of course, that he did actually earn those degrees. Rather, it appears that errors in the media reports have some other source, and/or may be simply self-perpetuated due to reporters' less than optimal fact checks.
I'm afraid that Rocklyn is not particularly forthcoming about the credentials and background of their staff, at least as far as this particular webpage is concerned. In fact, on said staff page, the only other person noted as having any degrees whatsoever (including those we already know to allegedly have them), is ... Darryl's wife, Anne Kossatz:

One of the Grey County men charged in an alleged three quarters of a million dollar fraud against area cattlemen will be back in court next week.
57 year old Darryl Williams of Chatsworth Township remains in jail on the charges pending his bail hearing.
38 year old Mark Kuglin of Meaford is also charged in the case.
He's back in court in October.
Grey O-P-P say the company the two men ran defrauded a number of cattlemen in Grey, Bruce and Wellington Counties in 2008.
The fraud had to do with the failure to pay for beef and related feed products.

From what I understand, parents do not go on the premises....are you taking the words from a troubled teen who clearly has major issues and is OBVIOUSLY going to blame any and everyone. Perhaps the parents are to assume some responsibility? Perhaps you idiots should have done major investigating FIRST if you're really concerned about your childs' well-being....I certainly would have. The staff turnover is very high-local women to do the supervisionin the house. Never any qualifications listed. In my experience they were poorly educated, untrained, sometimes very nasty, sometimes well meaning but so lacking in any training that they put the girls and themselves at risk. Anyone with any real training would be appalled, as the place has no real therapeutic value at all.
The teachers are mostly nice people..with no qualifications or teacher training. No certified teachersAgain, my experience was that the academic quality was very poor.
The therapists..seem to change alot. The one i had experience with was clueless. The main guy, Mark Pratt is a very nice person, but surely he understands what they are doing is wrong. Surely he understands that Darryl was not a dr?? How can he pretend that being at that place is in any girls best interest.

Parents should run. I know its sometimes desperate when there are so few resources out there, and they take advantage of that. Honestly your kid is better in a psych ward if needed with real doctors, real therapists and human rights. Even they allow phone calls home every day, and visitors and don't monitor your calls, or make you clean dirty toilets or deny proper medical care.

Hindsight is always 20/20, is it not? What exactly about this topic disturbs you so greatly ... that you feel compelled to comment disparagingly on folks' grammar and points of concern, rather than on Rocklyn Academy or Darryl Williams' latest escapade itself?

First of all, yes were were complete idiots. We were desperate parents with a daughter in crisis and with a poorly funded system of mental health care. Rocklyn took advantage of us and Dr. Williams led us to believe our daughter was in a therapeutic environment with experienced staff and that he was a doctor. Other parents have had similar experiences as ours, and are pursuing legal action.
It was a horrible experience for my daughter and I will do my best to make other parents and medical professional aware of what our experiences were and advise them to take extreme caution in considering this option for their child. We were naive and frightened and they took advantage of that to screw us out of as much money as they could. Worse than the loss of money was the loss of time to getting actual treatment.
You seem to have some experience at Rocklyn. Maybe enlighten us on your experiences there. You are not concerned that a man with so much responsibility for the care of vulnerable teen girls is allegedly conducting fraudulent business or that so many girls are coming out of there with some serious complaints? Does it not concern you that girls are put into a punitive program that denies basic rights and they have never been sentenced by a court or advised of their rights? Sorry, the kids come first and a full investigation by police and child welfare authorities is needed.

Good question. I will call some government organizations today and clarify what the legal position is on this. Since Rocklyn is ministry accredited it likely falls under the Ontario Education act linked below. Most ethical and responsible admininstrators would require a police check and OESC card of anyone who works for the school, including drivers etc. Usually it is part of the Ministry inspection process and since Rockyn is Ministry accredited for academic credits, it would be inspected.

I could well be wrong, but my impression from itsastart's post was that it implied that Darryl Williams might be getting a criminal record in the future, given the failure of his bovine enterprise, and the financial fallout farmers and possibly other businesses in the community have suffered as a direct consequence of Grey-Bruce Beef Marketing Ltd.'s failure to pay its bills. And that this may subsequently interfere with any career aspirations he may harbor with regard to continuing to work with minors, as he has been doing, for a number of years, whilst employed at Rocklyn Academy.

Marketing Firm Investigated
Fraud Charges Laid

(Chatsworth, ON.) – Grey County OPP has laid criminal charges following an investigation into the activities of a local marketing firm.
The investigation began in January, 2009 when a complaint was received alleging that a group of farmers had not been paid for product sold to abattoirs through a Grey County based marketing firm known as Grey Bruce Beef Marketing Ltd. and associated company All County Feed and Grains.
After a lengthy investigation by the Grey County OPP Crime Unit two men listed as officers with the incorporated company have been charged with multiple counts of fraud. The frauds are alleged to have taken place during 2008 and involved failure to pay for beef and or related feed products with victims, mostly beef producers, identified in the counties of Grey, Bruce, and Wellington. A feed supply company in Waterloo Region is also listed as a victim. The total amount of the 13 alleged frauds is in excess of $750,000.00.
Mark Kuglin (38) of Meaford was arrested and released on the 6th of August with an undertaking. He is scheduled to appear in the Ontario Court of Justice-Owen Sound on the 22nd of October, 2009.
This afternoon (12-Aug-09) Darryl Williams (57) of Chatsworth Township, the director of the companies, was arrested without incident and taken into custody. He is scheduled to appear for a bail hearing tomorrow in Owen Sound.
Both men are charged with 13 counts of the Criminal Code offence of Fraud over $5,000.00
The investigation is continuing and anyone with information that might assist in the investigation is asked to contact Grey County OPP or Crime Stoppers.

I just hope you never end up on a jury because I don’t believe you could be impartial drawing conclusions the way you do. The more you ramble and speculate the more life you give to the uncontrolled, unfounded and vicious abuse rampant throughout these threads.

I could well be wrong, but my impression from itsastart's post was that it implied that Darryl Williams might be getting a criminal record in the future, given the failure of his bovine enterprise, and the financial fallout farmers and possibly other businesses in the community have suffered as a direct consequence of Grey-Bruce Beef Marketing Ltd.'s failure to pay its bills. And that this may subsequently interfere with any career aspirations he may harbor with regard to continuing to work with minors, as he has been doing, for a number of years, whilst employed at Rocklyn Academy.
The criminal allegations with regard to Grey-Bruce Marketing Ltd.'s endeavors have all been detailed quite copiously in numerous news articles earlier in this thread, including a copy and link to the police news release (http://http://www.fornits.com/phpbb/viewtopic.php?f=9&t=28283&start=0#p340915) detailing his arrest on August 12, 2009.
The question of whether or not Williams already has a criminal record, whether or not Rocklyn did do a check, and whether or not the ministry has inspected ... is another kettle of fish entirely. But certainly one worth checking... Thanks for bringing it up!

Are you attempting to apply the standards of testimony in a court of law to that of a friggin' discussion forum, the latter being precisely where people do tend to speculate, and do compare notes, research, and personal investigations in their attempts to arrive at the truth of a matter? Yep, that IS precisely what people tend to do in discussion, visitor. If you feel differently, or if you have facts or speculation contrary to those posted, you are, of course, most welcome to contribute those to the discussion!

Given that Rocklyn Academy only has about 2-3 dozen girls there at any given time, that only a certain percentage of those are in a position to complete the program each year (in 2005, there were 7 graduates), and that Rocklyn was founded only a decade ago, I find the depiction of thousands of successful Rocklyn graduates to be rather unrealistic. Do the math. You are conjuring up an image of more girls than Rocklyn has ever enrolled, let alone graduated, in the course of its entire existence ... by several orders of magnitude.

Once upon a time, about three years ago, in addition to being Admissions Director et al at Rocklyn Academy, Darryl Williams ran a feed store with business partner Mark Kuglin called All County Feed and Grains.
At some point, Williams and Kuglin thought it would be a good idea if farmers fed their cows a "natural" predominately grain diet (I imagine ideally, and perhaps explicitly, purchased from All County Feed and Grains), and that the meat from these cows could then be marketed as a more upscale product. Williams and Kuglin then founded another business, Grey Bruce Beef Marketing Ltd., to handle said marketing. (Btw, cows have evolved as foraging browsers and do not "naturally" eat a lot of grain.).
The idea was sold to the community as a boost to the local economy. "We're trying to do our part to preserve a way of life here. Farmers are the heroes. They have been taking all these knocks for years," said Kuglin in a Meaford Express article (http://http://www.fornits.com/phpbb/viewtopic.php?f=9&t=28283&start=30#p341716) from May, 2008. Williams and Kuglin promised the farmers a very attractive price per cow. From the same article:
"The farmers are making a decent profit per animal. Those that have seen it are believers. We want to continue to flow profitability to the farmers," said Williams.
"Our farmers are entitled to a decent profit for a good product," Kuglin added.[/list]
In order to qualify their cows for later Grey Bruce Beef Marketing purchase, farmers had to enter into an agreement with Williams and Kuglin regarding the cows' diet. Certainly, verification had to be done somehow, to ensure that these cows were fed a predominately grain diet as specified. One such way could potentially entail attaching a certain amount of grain purchase per cow to the later transaction of meat to be marketed, although this is pure speculation on my part. From the same article:
Kuglin explained that animals in their program stick to a strict regiment for how they're fed and raised. Cattle on the program are naturally grain-fed, they are hormone-free, they are antibiotic-free and they are implant-free. All producers of the All County Feed Program comply with strict on-farm audited feed, husbandry and animal management guidelines.[/list]
Anyway, a number of farmers signed up for this program. Cattle raised on this predominately grain diet were subsequently sold to Grey Bruce Beef Marketing, slaughtered, and their meat marketed. And then ... a number of farmers did not got paid for their cows. One family is out over $100,000, according to at least one article (http://http://www.fornits.com/phpbb/viewtopic.php?f=9&t=28283#p340899). That's a hefty sucker punch to a family that makes its living off the land like that.
From what I can tell, neither All County Feed and Grains nor Grey Bruce Beef Marketing Ltd. are currently in business. The O.P.P. seems to think that what transpired was fraud (to the tune of somewhat over $750,000).

If you check either of the Rocklyn Academy groups on Facebook I doubt you'll find a single positive comment from any of their alumni whether or not they graduated.

In fact, the general consensus in the group is that Rocklyn was extremely unhelpful, scammed them out of thousands of dollars and ended up making life a lot worse for them. The alumni I have spoken to in person share that opinion. Between this forum and the facebook groups (not mentioning the alumni I spoke to as you are unable to verify what I've heard) this makes dozens of girls if not a hundred. That can hardly be considered a "few malcontents". The fact that not a single alumni said anything positive among all the negative posts is worth noting.

Grey County O-P-P allege farmers were not paid for product sold to slaughterhouses and feed companies.
Two people from Grey Bruce Beef Marketing and All County Feed and Grains have been charged with fraud. O-P-P Constable Steve Starr says police have had an eye on the issue since January. The victims are mostly beef producers from Bruce, Grey and Wellington Counties. Mark Kuglin of Meaford and Darryl Williams of Chatsworth have both been charged with 13 counts of fraud over five thousand dollars.

I hope that talk is not cheap and that formal complaints really will be filed to the appropriate authorities.
No parent will sue: the damage is done and rather than wasting time, money and energy on the past they should focus on the future for their their troubled daughter. Also, sue whom? The owners of the school are up over their heads in debt. A lawsuit will serve no one but the lawyers.
There is no denying that the school has helped some girls: not all reviews/reports are negative. The Governor General's Award is achieved through hard work and congratulations to the girls who achieved that, and to those who have gone on to post secondary institutions as well.
Rocklyn has only been open for 10 years: max. 25 girls in residence - to help even one is more than most of us do in a lifetime.
What is lacking is accountability - where is the board of governors?
A "for profit" theraputic school ... hmmm ...
Ontario has no guidelines for psychotherapy - maybe it is time.

Rocklyn's academic credits are granted from the Ministry-though the school's therapeutic(questionably) and living conditions, discipline programs are not overseen by any government body.
To help even one girl? At the cost of the trauma to the other 24? And the success of one girl could be due to numerous other factors. Some people are resilient. And there are no studies to indicate what the long term effects could be.
Guidleines are there for liscenced facilities for mental health-unfortununatly there are not enough beds for the good programs . The govt needs to invest in mental health programs for youth and guide families in getting real help.
At Rocklyn, though they claim otherwise they will admit everything from drug issues, psychosis, OCD, bipolar,anger issues, problems with adoptions, depression, ADHD, cutting and self-mutilation. Some kids, according to my daughter were there because their parents freaked out that they were gay, were smoking pot, failing school and were otherwise totally normal kids. No one there has the education or medical expertise to be dealing with any of this.
And parents are apparently suing.

IMHO, gaming the system in a "positive peer culture" environment like Rocklyn Academy requires either great naivete and good luck as far as the personality mix goes, subjugation of all critical thinking skills, and/or cynical ruthlessness and promotion of self-interest at all costs.
Whichever way, it is hardly a healthy recipe for fostering long-term self respect, navigation tools for the real world, or a robust mental health that will carry you through the bad times with a modicum of dignity at some later date ... regardless of whether ya ended up at the head of the pack or in a position of spurious ignominy as far as Rocklyn is concerned.

Grey County OPP have charged two men with 13 counts of fraud over $5,000 in connection with a failed beef marketing venture but there’s no word yet whether producers, owed more than half a million dollars, will get their money back.
On Aug. 6, police arrested Mark Kuglin, 38, of Meaford and released him the same day with an undertaking – conditions that govern the terms of his release. Kuglin is scheduled to appear in the Owen Sound Ontario Court of Justice on Oct. 22.
Arrested Aug. 12, Darryl Williams, 57, of Chatsworth Township remains in custody. He is scheduled to appear via video for a bail hearing in Owen Sound on Thursday.
In 2006 Williams and Kuglin established All County Feed & Grain Ltd., which sold cattle and horse feeds and supplements.
In April 2008, they launched Grey-Bruce Beef Marketing Ltd. The venture offered big prices for cattle raised on “an all-natural diet,” free of antibiotics and growth hormones. They planned to sell locally produced beef to Ontario restaurants, stores and food services.
On Sept. 22 the business’ provincial cattle dealing license, issued June 16, 2008, was revoked because All County failed to pay producers. All County closed the doors of its Markdale area location in January.
On Jan. 7, Kuglin told Better Farming the venture ran into trouble in the summer of 2008. Customers receiving a big shipment of meat intended for festivals in Ottawa refused to pay for it in full, he said.
Kuglin said he was a minority shareholder in the limited company and was forced out in December. Documents filed when the company was incorporated in December, 2006, list Williams as its president, secretary and treasurer.
In a recent news release Grey OPP Const. Steve Starr said police began an investigation in January following a complaint alleging that farmers had not been paid for their products.
The news release said the alleged frauds took place in 2008 and affected beef producers in Grey, Bruce and Wellington Counties as well as a feed supply company in Waterloo Region. Police estimate the amount of the 13 alleged frauds to be more than $750,000.
Brent Ross, a spokesperson for the Ontario Ministry of Agriculture, Food and Rural Affairs, said 15 claims totaling $528,769.68 have been filed against All County with the Ontario Beef Cattle Financial Protection Program.
The provincially administered program licenses cattle dealers and maintains a financial protection fund that compensates producers for most of their losses when a licensed dealer defaults on payment.
Ross said the Livestock Financial Protection Board has investigated the claims and a decision is pending. No date has yet been set for the board’s final deliberations. The board will inform the claimants of its decision in writing.
Asked if either the board or the Ministry was involved in the OPP investigation, Ross said he could not comment because the case was before the courts.
Police continue to investigate and urge anyone with information to contact Grey County OPP or Crime Stoppers. BF

There is no practical compnent and he is in no way at all qualified to practice medicine on humans or animals.It's the scientific equivilent of a PhD. It doesn't matter if your PhD is in psychology it's not a medical degree you can'tt prescribe antidepressants or practice any medicine. Since he appears so keen to study and practice medicine one has to wonder what prevented him from getting into medical school.
Yet ... is he charging parents for his medical expertise? This young woman's parents seem to have been charged:

It would appear that there have been a number of reports that Rocklyn parents and/or students were under the distinct impression that he was a medical doctor. Or a veterinarian.
Certainly, newspaper accounts have described him as such:

While I don't think a person can be held accountable for misinformation printed in the newspaper (unless he lied to the reporter and the reporter is willing to testify to as much), the issue of exactly what Williams told parents and students in the Rocklyn community is another kettle of fish entirely.
Did Darryl Williams actually say to parents and/or students that he was a medical doctor or a veterinarian? Did he say he was a doctor amid conversation that was medically oriented, and hence imply that he was a medical doctor (as opposed to a D.Sc. or Ph.D.)?
Of course, the issue of him actually charging parents for services rendered in the context of a student being ill raises the level, as well as potential consequences, of misrepresentation at the very least!

The ministry does not oversee the credentials of the teachers or the quality of those credits. Very few, if any of the teachers are certified. In fact, there seem to be a lack of proper credential overall.
While this last appears to refer specifically to credentials and perhaps accreditation, the issue of Darryl Williams practicing medicine without a license or, at the very least, charging for it ... may fall more within the Ministry of Health's sphere of influence?

Grey County OPP have charged two men with 13 counts of fraud over $5,000 in what police say was a failure to pay farmers for their beef in excess of $750,000.
Police started an investigation in January after receiving a complaint alleging "farmers had not been paid for product sold to abattoirs," Const. Steve Starr said in a news release Wednesday.
The fraud is alleged to have taken place during 2008 and involved mostly beef producers in Grey, Bruce and Wellington counties. A feed supply company in Waterloo Region is also listed as a victim.
Police charged Mark Kuglin, 38, of Meaford on Aug. 6 and released him on an undertaking. He is scheduled to appear in Owen Sound court Oct. 22.
Wednesday Darryl Williams, 57, of Chatsworth Township, was arrested without incident and taken into custody. He was scheduled to appear for a bail hearing yesterday in Owen Sound.
Williams was director of the Grey County-based marketing firm, Grey Bruce Beef Marketing Ltd. and associated company All County Feed and Grains.
Both men are charged with 13 counts of fraud over $5,000.
Police confirmed in February they were investigating the Markdale-based beef marketing business, which was launched in 2008 promising to fetch local producers hundreds of dollars more than regular market value for cattle raised on "an all-natural diet."
Sun Media reported Williams was the owner/operator of All County Feed & Grain Ltd.
The story about the police investigation said Williams and his former business partner, Mark Kuglin, also ran Grey-Bruce Beef Marketing Ltd., which started in April 2008 with plans to sell local beef to Ontario stores, restaurants and food services providers.
According to an online Better Farming article, Williams was promising beef producers as much as $2,000 for a steer that would sell for less than $1,400 in regular markets.
The catch was the cattle had to be on "an all-natural diet," meaning they were free of antibiotics and growth hormones and predominantly fed grain.
Close to two dozen producers took Williams up on the venture by late May 2008.
Williams told the Toronto Star in July 2008 that he had secured a contract to supply 100,000 hamburgers from 85 animals to three Ottawa music festivals, a lucrative deal signed just two months after opening.
The problems, according to Kuglin in an interview in February, started shortly thereafter when the festival organizers allegedly didn't pay in full.
By September 2008, Williams had his provincial cattle dealing licence revoked for failing to pay producers, an Ontario Ministry of Agriculture, Food and Rural Affairs spokeswoman said.
Police are still investigating. Anyone with information that might assist in the investigation is asked to contact Grey County OPP or Crime Stoppers.

To assume guilt in the absence of findings in a trial is barbaric and takes Canada back to the dark ages. And, as far as Rocklyn Academy is concerned, any such charges involving a "beef operation' have nothing whatsoever to do with the Academy. Just because a contractor to the school is charged with allegations in an unrealted business, with which Rocklyn has NO connection or involvement, does not in any way connect those charges with the school.
I suggest that the writer, makin such ridiculous connections, refrain from displaying his/her level of uninformed stupidity.

Interesting Ursus-thats my understanding too. He is not a vet or a dr. I contacted the governing bodies for those professions. He is not, never was-though the kids and parents were led to believe he was a dr. He apparently has a PHd in medical sciences from Florida(who really knows-not like anything he says pans out), not even close to an MD.

I'm sure many fornits members blame more people than just Daryll Williams for the unfortunate happenings at Rocklyn. A lot of the members are against abusive programs and want them shut down...... seems like a pretty clear motive. Oh and it's spelled ULTERIOR.

I believe Darryl Willliams intended to write that he "graduated magna cum laude," meaning that he graduated "with great praise," or graduated "with great honor." It is a term of distinction, not a grade.
If Mr. Williams actually had graduated magna cum laude, chances are, he would know that well enough already.
But... what the hey... The words sound kinda similar. Should be good enough for one's resumé, 'specially when one is pretending to be a doctor, no? :D

All charges in a $750,000 alleged beef fraud case were withdrawn Tuesday, the day a 10-day preliminary inquiry was to have begun.
Grey County OPP charged Darryl Williams, then 57, of Chatsworth Township and Mark Kuglin, then 38, of Meaford, last August.
They faced 13 counts of fraud over $5,000 in what police said was a failure to pay farmers for their beef.
The Grey County Crown attorney's office did not return a call Thursday about withdrawing the charges. But Williams' lawyer said the Crown conceded the evidence was not strong enough for a reasonable prospect of conviction.
"My position back then was that you know, where is the fraud?" defence lawyer Clayton Conlan said in an interview Thursday.
"A lot of people lost a lot of money. I don't take issue with that. I don't think Mr. Williams has ever taken any issue with that. But that doesn't amount to a criminal fraud."
Asked why the farmers weren't paid for their beef, Conlan said "I don't have a good answer for that."
The strengths and weaknesses of the case were discussed at a focus hearing involving Justice Julia Morneau and the lawyers before Tuesday. That hearing was held to narrow the issues heading into the preliminary inquiry. A preliminary inquiry is held to ensure sufficient evidence exists to proceed to trial.
Conlan said there is an outstanding civil lawsuit against Williams. Williams and Kuglin couldn't be reached for comment.

Charges against two Grey County men accused of defrauding a number of area farmers have been dropped.
38 year old Mark Kuglin of Meaford and 57 year old Darryl Williams of Chatsworth had been facing 13 charges involving more than 750 thousand dollars.
The charges involved failure to pay for beef and or related feed products.
The victims were mostly beef producers in the counties of Grey, Bruce and Wellington.
All the charges were withdrawn earlier this week.
The Crown told the court there was not enough evidence to establish that the transactions were of a fraudulent nature.
A Ministry of the Attorney General spokesman tells us because of that lack of evidence there was no reasonable prospect of conviction so the Crown asked that the charges agaisnt Kuglin and Williams be withdrawn.

"Justice has not been done," says one beef farmer still owed thousands

A beef producer left out of pocket after the failure of a Markdale area beef marketing venture said he was surprised and disappointed the Crown withdrew charges against the venture's operators.
"Justice has not been done," said James McKinlay, a Ravenna area beef farmer who estimated he's owed more than $18,000 for cattle sold to the former All County Feed and Grain Ltd. "The police did excellent detective work, very dedicated. We felt we had a strong legitimate case."
The Crown withdrew charges this month against Mark Kuglin of Meaford and Darryl Williams of Chatsworth Township when it was determined "there was no longer a reasonable prospect of conviction."
The two men were charged on Aug. 6, 2009 after an investigation by Grey County OPP. Each faced 13 fraud charges.
According to the court transcript "the Crown is of the view that there is not enough evidence to establish that the accuseds' transactions with the complainants were of a fraudulent nature."
"I don't want to comment right now," Kuglin said Friday. "I'm just trying to get through things."
Kuglin said he was a minor stakeholder in the operation.
Williams, who was listed as All County's president, secretary and treasurer, did not respond to a request for an interview by press time.
All County Feed and Grain and its marketing arm, Grey-Bruce Beef Marketing Ltd., planned to sell locally produced beef to Ontario outlets. It promised producers big prices for cattle raised free of antibiotics and growth hormones.
In 2009, Kuglin told Better Farming the venture ran into trouble in the summer of 2008. Customers receiving a big shipment of meat intended for festivals in Ottawa refused to pay for it in full, he said.
The company was buying up to 30 head of cattle per week before things went sour.
Fifteen producer claims to the Ontario Beef Cattle Financial Protection Program totaled $528,769.68. But the farmers found out they were not eligible for compensation from the program. The provincially administered program licenses cattle dealers and maintains a financial protection fund that compensates producers for most of their losses when a licensed dealer defaults on payment.
"We accepted terms outside of what was outlined in the legislation," McKinlay explained.
The program requires beef producers to paid within 48 hours of the grading of the cattle, but the farmers involved with All County "agreed to accept payment in three weeks," because it was a start-up company, McKinlay said.
McKinlay questioned the Ontario Ministry of Agriculture, Food and Rural Affairs' accuracy when doing a financial analysis of All County, a requirement when issuing a license to buy cattle.
The company's license was suspended in September 2008 "but they continued to purchase cattle right up to December of that year," McKinlay said.
Even though Crown charges have been withdrawn, there are other options to try to recoup the lost revenue. McKinlay says for his part, this is water under the bridge.
There are no plans for the beef farmers as a group to seek compensation through civil litigation, he said. BF
