Contact your representatives @ 1-800-CONGRESS.

Tell them you want program owners subject to random castration.

 This will shut programs down fast, once  law.

Do you think Cheryl Sudweeks has a big hairy set of yarbles on her?  Always wondered about her and those half-starved horses, maybe she's some kind of Catherine the Great wannabe...
