The cheapest private program is WWASPS?
If so that is still about $3000 a month.
That's a lot of money, when talking about a 18 month program.
Maybe the answer to this problem.
Is simply looking to the lower part.
Of the economic ladder?

What do poor people do with their "troubled kid"?

The truth is, for the most part, the kids that get put in program are not troubled. They get put in program becsue their parents are troubled. Program is yet another act of abuse for these parents in a long string of acts of abuse.

For the upper class its perscriprtion pills and shopping sprees, for the working class it's meth (gross generalitites but approximately descriptive)

Poor parenets pimp their kids out sexually.Wealthy parents become "advocates", write books, take a spiritual journies.
In the end its the same exploitation, different vehicle
Poor parents yell, beat, lock in closets. Wealthy people do that...and then when that isnt enough for them, hire someone else to do it.
Ultimately, even the most dedicated abuser cannot dominate a human soul like program. The abuser needs to work, have "me time". But in program the abuse is 24/7 365 and there is no starlight to brighten the dark. Life spent in an insitition, is no life....and the abusers know this, and they rejoice.
The wealthy can buy the best of everything for their children including the best suffering available in the world.
So poor program parents have to make do with a rolled up magazine, some rope, and the possibility of being punished for their crimes

Actually they have a quit extensive menu of services that they can chose from. The problem is proximity. Most of the approved (state covered) “On the list” services are in the cities/ metropolitan areas. But being of limited means doesn’t (typically) afford them the option of wilderness or a TBS setting for their child which means they could lose them to what ever it is that is putting them at risk within their present environment (for the small percentage that need to leave their environment). So services are limited within the distance you can travel i.e. walking, bus, cab etc. if the problem is the childs environment then the services are just don’t work or are not available to them. The state will pay for some RTC’s but the child is pretty far down the path before he typically can qualify for this and some are not a great place to send a kid.

Many programs will send videos, and pictures home to parents, with the kid crying and begging to come home. Or limit communication so the kid can only write letters home to parents and nobody else.

Yes, you summed it up well. They get their satisfaction when they wake up in the morning and know exactly where their kid is, in the shit hole they left them in. They have a selfish need to 'not feel worry', and sell that burden to whoever wants it. Evil? That's a strong word you use, and I agree the abuse of children deserves the harshest of terms such as yours.

The part the hurt the most about my experience was knowing my parents knew exactly what was going on and did nothing to stop it. But that's the type of people they are, and why they sought out a program in the first place.
