If a relative of a child in a program were to go and get the child and the kid left willingly with them and the parent did not press charges, would they still face criminal charges from the school or state?

ultiamtely probably not
as we who have been abused have learned the police pick and choose who they want to presecute or persecute as the case may be. Chances are even if the parents did want to press charges there is still not much that could happen to you. The DA has limited funds they tend to go after the "blue collar" easy mark crime

no. they aint going to bring the heat on themselves like that. private programs are nothing more than a private business, they have no authority to hold kids against their will. it is them who break the law and committ kidnapping in the form of goober nappings.  if you are a family member and have a chance to save a kid, do it. i know who had the chance in my family and no one took it. how often do you think I pick up the phone when my family calls now?

No. The state has no jurisdiction, unless the kid was court-ordered to the program or placed by DHS.
Even if the parent signed over custody to the program, not sure they would have legal standing, particularly if the parent didn't take action.

I seem to remember at 3 springs the standing operating proceedure being the police were to be called and the person would be escorted off the premises if they wanted to leave with the kid.

I'm going to throw a wild bone out there and say it depends on the program.

Also.. consider what would happen if the Federal government got involved if a police report was filed. The FBI would come after you as soon as they had reason to believe you crossed state lines. Then it wouldn't much matter what the parents thought about pressing charges or not.
