What the heck does Ken Stettler, head of licensing of Utah mean "they wouldn't let us in today?"  Does his agency have to have PERMISSION to go in an investigate these places? What's going on in UTAH anyway?

I have traveled to many places...but Utah is, for sure, the most ass-backwards place I have ever been. So I would say that Utah is the most ignorant state in the country, and it seems Kansas is running a close second (though I've never been to Kansas).

The government in utah is rather conservative in its hands off approaches to businesses like this, the government will not, or maybe cannot, force its hand.
