Boonville looks to sell old academy

The founder of a controversial Utah-based association of boarding schools has had discussions with city officials in Boonville, Mo., about purchasing Kemper Military School.

Kemper, the oldest military academy west of the Mississippi River when it closed in 2002, has been owned by the city since April 2003.

?I would not characterize this as an offer,? said Ned Beach, president of the city's Industrial Development Authority. ?But we're talking, and that's exciting.?

The prospective buyer is Robert Lichfield, founder of the World Wide Association of Specialty Programs and Schools. The association, based in St. George, Utah, provides services and guidance for a network of seven schools in the United States and Jamaica.

Some schools affiliated with the organization have been the subject of abuse allegations, and one congressman asked the Department of Justice to investigate the association and its schools.

Kemper, if purchased by Lichfield, would not be a member of the association's network. Instead, it would be subleased to Randall Hinton, who said he would help operate the school independently.

?We won't have any affiliation with WWASPS or anybody else,? Hinton said.

Hinton, 30, would be part of the Kemper management team. He said he previously worked at homes for children, including some in the WWASPS network.

His vision for Kemper, he said, includes maintaining the name and the military theme. Uniformed students between 13 and 18 would receive an education while adhering to a regimented schedule.

At this point, though, he's not even sure Lichfield will make an offer.

?The buildings are severely damaged,? Hinton said. ?We've been going through just to see what it's going to cost to make it livable again.?

Lichfield could not be reached for comment.

Though no money has changed hands, some members of Boonville's Industrial Development Authority are excited at the prospect of seeing Kemper up and running. The city purchased the school at auction for about $525,000 in April 2003 with the hope that one day the historic seven buildings would again be a vital component of Boonville.

Other groups have previously expressed interest, but nothing has panned out. Beach said there are two other ?interested parties,? but stressed that neither is as far along as the Lichfield group.

Rick Ball, a member of the authority, said Wednesday he had not spoken with Lichfield and did not know much about him.

WWASPS-affiliated schools have been the subject of abuse allegations, according to reports in newspapers such as The New York Times, and the association has been named as a defendant in several lawsuits. One school, Casa by the Sea, in Mexico, was shut down by Mexican authorities in September. Another, Majestic Ranch, in Utah, was the subject of a state investigation that resulted in a misdemeanor assault conviction last year.

The abuse allegations prompted George Miller, a U.S. congressman from California, to ask then-attorney general John Ashcroft to investigate the association.

In a November 2003 letter to Ashcroft, Miller wrote: ?There have been serious allegations that hundreds of children have been mistreated or neglected. ? We believe that the Department of Justice should investigate whether federal laws concerning child abuse and neglect, interstate commerce or unfair or deceptive advertising have been broken by WWASPS or those operating these facilities.?

Ken Kay, president of WWASPS, said Thursday that the first priority of the association and its schools is ?the safety and well-being of the children.? Since the association was founded in 1997, he said, more than 15,000 families have sent children to member schools. There have been only about 10 lawsuits in which the association was named as a defendant, he said, and nearly all of those were either dismissed or thrown out.

The Justice Department declined Miller's request to investigate, saying its authority did not extend to facilities outside the United States or those that were privately run.

Beach said city officials had done their due diligence on Lichfield and his group but found no reason to terminate talks.

The group would be subject to an additional round of scrutiny, city officials said, if it presented the city with a formal offer.

?We're not going to move quickly on this,? said Steve Tillman, a member of the authority.

I'm about to place an order for 25 T-shirts if I have enough people interested. They will be $10 each, and you'd order them through me. I'm going to have to invest about $190 into this to get it up and running.

The front of the shirt will have, "I'm a POW of the Drug War." The back will be "Straight = Crooked" w/ Wes's web URL as seen in my signature below.

Depending on interest I can also have them done with just one or the other design. First, I'm just counting heads to see who'd really be interested.

Last year I made a T-shirt with the "Straight = Crooked" and Wes's website with a motorcycle guy on the front, and "Straight Inc. Survivor" on the back which was pretty cool too.  I have a picture if anyone is interested in seeing it.

Just need to know if anyone's interested before I start shelling out dough for the orders.

Something that comes to mind that I used to do "against my conscience? was to flip staff off in my pockets as I walked the opposite direction of them, or stood at a door, and scream ?FUCK YOU!!!? in my head. Perhaps this was part of the ?separating myself from the group? I got confronted for frequently. I knew I didn?t like anyone, except a select few. I knew the program was bullshit. Was this small shred of rebellion my saving grace?  I mean, I still graduated the place thinking that if I accidentally inhaled nail polish fumes I was on the road to hardcore drug use. Which by the way wasn?t far off considering that I was shooting up a year and a half after the program as a result of this ?rebellious attitude.? I was still brainwashed.

It seems that after Straight I adopted an attitude of ?all or nothing? in which I was either ?practicing my program? or fucked beyond comprehension. Either way you look at it it?s an enormous loss of the ability to think on your own.  Did my inner resistance, coupled with my outer acceptance, contribute to self-sabotage? Hmmm?

So, what did you get away with?

The messed up thing was that on the news this morning, I heard that there were between 5-12 witnesses. No one called in the crime, and the girl was even heard yelling, "Call the police!"

Seems fishy... And there are no leads. Just seemed like a runaway from a program being re-kidnapped, to me.

There over 800 prison camps in the United States, all fully operational and ready to receive prisoners. They are all staffed and even surrounded by full-time guards, but they are all empty. These camps are to be operated by FEMA (Federal Emergency Management Agency) should Martial Law need to be implemented in the United States and all it would take is a presidential signature on a proclamation and the attorney general's signature on a warrant to which a list of names is attached. Ask yourself if you really want to be on Ashcroft's list.
The Rex 84 Program was established on the reasoning that if a "mass exodus" of illegal aliens crossed the Mexican/US border, they would be quickly rounded up and detained in detention centers by FEMA. Rex 84 allowed many military bases to be closed down and to be turned into prisons.

Operation Cable Splicer and Garden Plot are the two sub programs which will be implemented once the Rex 84 program is initiated for its proper purpose. Garden Plot is the program to control the population. Cable Splicer is the program for an orderly takeover of the state and local governments by the federal government. FEMA is the executive arm of the coming police state and thus will head up all operations. The Presidential Executive Orders already listed on the Federal Register also are part of the legal framework for this operation.

The camps all have railroad facilities as well as roads leading to and from the detention facilities. Many also have an airport nearby. The majority of the camps can house a population of 20,000 prisoners. Currently, the largest of these facilities is just outside of Fairbanks, Alaska. The Alaskan facility is a massive mental health facility and can hold approximately 2 million people.

Now let's review the justification for any actions taken...

Vandenburg AFB - Rex 84 facility, located near Lompoc & Santa Maria. Internment facility is located near the oceanside, close to Space Launch Complex #6, also called "Slick Six". The launch site has had "a flawless failure record" and is rarely used. Norton AFB - (closed base) now staffed with UN according to some sources. Tule Lake - area of "wildlife refuge", accessible by unpaved road, just inside Modoc County. Fort Ord - Closed in 1994, this facility is now an urban warfare training center for US and foreign troops, and may have some "P.O.W. - C.I." enclosures. Twentynine Palms Marine Base - Birthplace of the infamous "Would you shoot American citizens?" Quiz. New camps being built on "back 40". Avon Park - Air Force gunnery range, Avon Park has an on-base "correctional facility" which was a former WWII detention camp. Camp Krome - DoJ detention/interrogation center, Rex 84 facility Eglin AFB - This base is over 30 miles long, from Pensacola to Hwy 331 in De Funiak Springs. High capacity facility, presently manned and populated with some prisoners. Pensacola - Federal Prison Camp Everglades - It is believed that a facility may be carved out of the wilds here.

GEORGIA
Ft. Benning - Located east of Columbus near Alabama state line. Rex 84 site - Prisoners brought in via Lawson Army airfield. Ft. Mc Pherson - US Force Command - Multiple reports that this will be the national headquarters and coordinating center for foreign/UN troop movement and detainee collection. Ft. Gordon - West of Augusta - No information at this time. Unadilla - Dooly County - Manned, staffed FEMA prison on route 230, no prisoners. Oglethorpe - Macon County; facility is located five miles from Montezuma, three miles from Oglethorpe. This FEMA prison has no staff and no prisoners. Morgan - Calhoun County, FEMA facility is fully manned & staffed - no prisoners. Camilla - Mitchell County, south of Albany. This FEMA facility is located on Mt. Zion Rd approximately 5.7 miles south of Camilla. Unmanned - no prisoners, no staff. Hawkinsville - Wilcox County; Five miles east of town, fully manned and staffed but no prisoners. Located on fire road 100/Upper River Road Abbeville - South of Hawkinsville on US route 129; south of town off route 280 near Ocmulgee River. FEMA facility is staffed but without prisoners. McRae - Telfair County - 1.5 miles west of McRae on Hwy 134 (8th St). Facility is on Irwinton Avenue off 8th St., manned & staffed - no prisoners. HAWAII
Halawa Heights area - Crematory facility located in hills above city. Area is marked as a state department of health laboratory. Barbers Point NAS - There are several military areas that could be equipped for detention / deportation. Honolulu - Detention transfer facility at the Honolulu airport similar in construction to the one in.Oklahoma (pentagon-shaped building where airplanes can taxi up to).

IDAHO
Minidoka/Jerome Counties - WWII Japanese-American internment facility possibly under renovation. Clearwater National Forest - Near Lolo Pass - Just miles from the Montana state line near Moose Creek, this unmanned facility is reported to have a nearby airfield. Wilderness areas - Possible location. No data.

ILLINOIS
Marseilles - Located on the Illinois River off Interstate 80 on Hwy 6. It is a relatively small facility with a cap of 1400 prisoners. Though it is small it is designed like prison facilities with barred windows, but the real smoking gun is the presence of military vehicles. Being located on the Illinois River it is possible that prisoners will be brought in by water as well as by road and air. This facility is approximately 75 miles west of Chicago. National Guard training area nearby. Scott AFB - Barbed wire prisoner enclosure reported to exist just off-base. More info needed, as another facility on-base is beieved to exist. Pekin - This Federal satellite prison camp is also on the Illinois River, just south of Peoria. It supplements the federal penitentiary in Marion, which is equipped to handle additional population outside on the grounds. Chanute AFB - Rantoul, near Champaign/Urbana - This closed base had WWII - era barracks that were condemned and torn down, but the medical facility was upgraded and additional fencing put up in the area. More info needed. Marion - Federal Penitentiary and satellite prison camp inside Crab Orchard Nat'l Wildlife Refuge. Manned, staffed, populated fully. Greenfield - Two federal correctional "satellite prison camps" serving Marion - populated as above. Shawnee National Forest - Pope County - This area has seen heavy traffic of foreign military equipment and troops via Illinois Central Railroad, which runs through the area. Suspected location is unknown, but may be close to Vienna and Shawnee correctional centers, located 6 mi. west of Dixon Springs. Savanna Army Depot - NW area of state on Mississippi River. Lincoln, Sheridan, Menard, Pontiac, Galesburg - State prison facilities equipped for major expansion and close or adjacent to highways & railroad tracks. Kankakee - Abandoned industrial area on west side of town (Rt.17 & Main) designated as FEMA detention site. Equipped with water tower, incinerator, a small train yard behind it and the rear of the facility is surrounded by barbed wire facing inwards.

INDIANA
Indianapolis / Marion County - Amtrak railcar repair facility (closed); controversial site of a major alleged detention / processing center. Although some sources state that this site is a "red herring", photographic and video evidence suggests otherwise. This large facility contains large 3-4 inch gas mains to large furnaces (crematoria??), helicopter landing pads, railheads for prisoners, Red/Blue/Green zones for classifying/processing incoming personnel, one-way turnstiles, barracks, towers, high fences with razor wire, etc. Personnel with government clearance who are friendly to the patriot movement took a guided tour of the facility to confirm this site. This site is located next to a closed refrigeration plant facility. Ft. Benjamin Harrison - Located in the northeast part of Indianapolis, this base has been decomissioned from "active" use but portions are still ideally converted to hold detainees. Helicopter landing areas still exist for prisoners to be brought in by air, land & rail. Crown Point - Across street from county jail, former hospital. One wing presently being used for county work-release program, 80% of facility still unused. Possible FEMA detention center or holding facility. Camp Atterbury - Facility is converted to hold prisoners and boasts two active compounds presently configured for minumum security detainees. Located just west of Interstate 65 near Edinburgh, south of Indianapolis. Terre Haute - Federal Correctional Institution, Satellite prison camp and death facility. Equipped with crematoria reported to have a capacity of 3,000 people a day. FEMA designated facility located here. Fort Wayne - This city located in Northeast Indiana has a FEMA designated detention facility, accessible by air, road and nearby rail. Kingsbury - This "closed" military base is adjacent to a state fish & wildlife preserve. Part of the base is converted to an industrial park, but the southern portion of this property is still used. It is bordered on the south by railroad, and is staffed with some foreign-speaking UN troops. A local police officer who was hunting and camping close to the base in the game preserve was accosted, roughed up, and warned by the English-speaking unit commander to stay away from the area. It was suggested to the officer that the welfare of his family would depend on his "silence". Located just southeast of LaPorte. Jasper-Pulaski Wildlife Area - Youth Corrections farm located here. Facility is "closed", but is still staffed and being "renovated". Total capacity unknown. Grissom AFB - This closed airbase still handles a lot of traffic, and has a "state-owned" prison compound on the southern part of the facility.


UNICOR
. Jefferson Proving Grounds - Southern Indiana - This facility was an active base with test firing occuring daily. Portions of the base have been opened to create an industrial park, but other areas are still highly restricted. A camp is believed to be located "downrange". Facility is equipped with an airfield and has a nearby rail line. Newport - Army Depot - VX nerve gas storage facility. Secret meetings were held here in 1998 regarding the addition of the Kankakee River watershed to the Heritage Rivers Initiative. Hammond - large enclosure identified in FEMA-designated city.

KANSAS
Leavenworth - US Marshal's Fed Holding Facility, US Penitentiary, Federal Prison Camp, McConnell Air Force Base. Federal death penalty facility. Concordia - WWII German POW camp used to exist at this location but there is no facility there at this time. Ft. Riley - Just north of Interstate 70, airport, near city of Manhattan. El Dorado - Federal prison converted into forced-labor camp, UNICOR industries. Topeka - 80 acres has been converted into a temporary holding camp.

KENTUCKY
Ashland - Federal prison camp in Eastern Kentucky near the Ohio River. Louisville - FEMA detention facility, located near restricted area US naval ordnance plant. Military airfield located at facility, which is on south side of city. Lexington - FEMA detention facility, National Guard base with adjacent airport facility. Manchester - Federal prison camp located inside Dan Boone National Forest. Ft. Knox - Detention center, possibly located near Salt River, in restricted area of base. Local patriots advise that black Special Forces & UN gray helicopters are occasionally seen in area. Land Between the Lakes - This area was declared a UN biosphere and is an ideal geographic location for detention facilities. Area is an isthmus extending out from Tennessee, between Lake Barkley on the east and Kentucky Lake on the west. Just scant miles from Fort Campbell in Tennessee.

LOUISIANA
Ft. Polk - This is a main base for UN troops & personnel, and a training center for the disarmament of America. Livingston - WWII German/Italian internment camp being renovated?; halfway between Baton Rouge and Hammond, several miles north of Interstate 12. Oakdale - Located on US route 165 about 50 miles south of Alexandria; two federal detention centers just southeast of Fort Polk.

MAINE
Houlton - WWII German internment camp in Northern Maine, off US Route 1.

MARYLAND, and DC
Ft. Meade - Halfway between the District of Criminals and Baltimore. Data needed. Ft. Detrick - Biological warfare center for the NWO, located in Frederick.

MASSACHUSETTS
Camp Edwards / Otis AFB - Cape Cod - This "inactive" base is being converted to hold many New Englander patriots. Capacity unknown. Ft. Devens - Active detention facility. More data needed.

MICHIGAN
Camp Grayling - Michigan Nat'l Guard base has several confirmed detention camps, classic setup with high fences, razor wire, etc. Guard towers are very well-built, sturdy. There are many other locations not listed above that are worthy of consideration as a possible detention camp site, but due to space limitations and the time needed to verify, could not be included here. Virtually all military reservations, posts, bases, stations, & depots can be considered highly suspect (because it is "federal" land). Also fitting this category are "Regional Airports" and "International Airports" which also fall under federal jurisdiction and have limited-access areas. Mental hospitals, closed hospitals & nursing homes, closed military bases, wildlife refuges, state prisons, toxic waste dumps, hotels and other areas all have varying degrees of potential for being a detention camp area. The likelihood of a site being suspect increases with transportation access to the site, including airports/airstrips, railheads, navigable waterways & ports, interstate and US highways. Some facilities are "disguised" as industrial or commercial properties, camouflaged or even wholly contained inside large buildings (Indianapolis) or factories. Many inner-city buildings left vacant during the de-industrialization of America have been quietly acquired and held, sometimes retrofitted for their new uses.

Our Canadian friends tell us that virtually all Canadian military bases, especially those north of the 50th Parallel, are all set up with concentration camps. Not even half of these can be listed, but here are a few sites with the massive land space to handle any population:

Stronger pot causes policy shift
Kids treated for marijuana dependency up 142 percent


WASHINGTON (Reuters) -- Alarmed by reports that marijuana is becoming more potent than ever and that children are trying it at younger and younger ages, U.S. officials are changing their drug policies.

Pot is no longer the gentle weed of the 1960s and may pose a greater threat than cocaine or even heroin because so many more people use it. So officials at the National Institutes of Health and at the White House are hoping to shift some of the focus in research and enforcement from "hard" drugs such as cocaine and heroin to marijuana.

While drug use overall is falling among children and teenagers, the officials worry that the children who are trying pot are doing so at ever-younger ages, when their brains and bodies are vulnerable to dangerous side effects.

"Most people have been led to believe that marijuana is a soft drug, not a drug that causes serious problems," John Walters, head of the White House Office of National Drug Control Policy, said in an interview.

"(But) marijuana today is a much more serious problem than the vast majority of Americans understand. If you told people that one in five of 12- to 17-year-olds who ever used marijuana in their lives need treatment, I don't think people would remotely understand it."

Jump in pot-related detox
The number of children and teenagers in treatment for marijuana dependence and abuse has jumped 142 percent since 1992, the National Center on Addiction and Substance Abuse at Columbia University reported in April.

According to the report, children and teenagers are three times more likely to be in treatment for marijuana abuse than for alcohol, and six times likelier to be in treatment for marijuana than for all other illegal drugs combined.

And it found the age of youths using marijuana is falling. The teenagers aged 12 to 17 said on average they started trying marijuana at 13 1/2. The same survey found that adults aged 18 to 25 had first tried it at 16.

For National Institute on Drug Abuse (NIDA) director Dr Nora Volkow the final straw was a report her institute published in May in the Journal of the American Medical Association showing the steady growth in the potency of cannabis seized in raids.

According to the University of Mississippi's Marijuana Potency Project, average levels of THC, the active ingredient in marijuana, rose steadily from 3.5 percent in 1988 to more than 7 percent in 2003.

Volkow said many studies have shown the brain has its own so-called endogenous cannabinoids. These molecules are similar in structure to the active ingredients in marijuana and are involved in a range of activities and emotions ranging from eye function to pain regulation and anxiety.

Brain cells have receptors -- molecular doorways -- designed specifically to interact with these cannabinoids.

The cannabinoids in marijuana may use these ready-made doorways into brain cells and this is why they cause a high and reduce pain sensations. But Volkow believes the effects may go beyond the general feeling of well-being that most marijuana users seek.

Stronger pot's effect on younger brains
"I would predict that stronger pot makes the brain less likely to respond to endogenous cannabinoids," Volkow said in an interview. The effects could be especially marked in young brains still growing and learning how to respond to stimuli, she said.

While the research so far is inconclusive, Volkow believes that cannabinoids affect the developing brain and that stronger pot, combined with earlier use, could make children and teenagers anxious, unmotivated or perhaps even psychotic.

As an analogy, Volkow said opiate addicts are more sensitive to pain, as their overuse of drugs have raised the threshold at which the body responds and their own bodies produce fewer natural opiates.

NIDA is seeking proposals from researchers who want to investigate such possibilities for cannabis, she said.

Proponents of legalizing marijuana disagree with the official line. Krissy Oechslin of the Marijuana Policy Project disputes the finding that cannabis products are stronger.

"They make it sound like the THC levels in marijuana were almost nonexistent, but no one would have smoked it then if that was true," she said.

"And there's evidence that the stronger the THC, the less of it a person smokes. I don't want to say it's good for you, but I'll say (more potent marijuana) is less bad for you."

While Walters stresses that drug abusers are patients and not criminals, he hopes to crack down more on producers. And he says, there is a way to go in getting cooperation from local law enforcement officials. "For many in enforcement, marijuana is still 'kiddie dope'," Walters said.

He is quick to stress he does not want to overreact.

"We shouldn't be victims of reefer madness," he said, referring to the 1930s propaganda film "Reefer Madness" that became a 1970s cult classic for its over-the-top scenes of marijuana turning teenagers into homicidal maniacs.

Military Intelligence Personnel Were Involved, Handlers Say

U.S. intelligence personnel ordered military dog handlers at the Abu Ghraib prison in Iraq to use unmuzzled dogs to frighten and intimidate detainees during interrogations late last year, a plan approved by the highest-ranking military intelligence officer at the facility, according to sworn statements the handlers provided to military investigators.

A military intelligence interrogator also told investigators that two dog handlers at Abu Ghraib were "having a contest" to see how many detainees they could make involuntarily urinate out of fear of the dogs, according to the previously undisclosed statements obtained by The Washington Post.

The statements by the dog handlers provide the clearest indication yet that military intelligence personnel were deeply involved in tactics later deemed by a U.S. Army general to be "sadistic, blatant and wanton criminal abuses."

President Bush and top Pentagon officials have said the criminal abuse at Abu Ghraib was confined to a small group of rogue military police soldiers who stripped detainees naked, beat them and photographed them in humiliating sexual poses. An Army investigation into the abuse condemned the MPs for those practices, but also included the use of unmuzzled dogs to frighten detainees among the "intentional abuse."

So far, the only charges to emerge have been against seven MPs and do not include any dog incidents, even though such use of dogs is an apparent violation of the Geneva Conventions and the Army's field manual. The military intelligence officer in charge of Abu Ghraib later told investigators that the use of unmuzzled dogs in interrogation sessions was recommended by a two-star general and that it was "okay."

The newly obtained documents reinforce the picture that the abuse falls into two categories: sexual humiliation and beatings at the hands of MPs, and intimidation using dogs that is clearly tied to military intelligence. The sexual abuse happened weeks and even months before the dog incidents, some of which appear to be part of an organized strategy by military intelligence to scare detainees into talking, according to the statements.

Sgts. Michael J. Smith and Santos A. Cardona, Army dog handlers assigned to Abu Ghraib, told investigators that military intelligence personnel requested that they bring their dogs to prison interrogation sites multiple times to assist in questioning detainees in December and January. Col. Thomas M. Pappas, who was in charge of military intelligence at the prison, told both soldiers that the use of dogs in interrogations had been approved, according to the statements.

"I have talked to Col. Papus [sic] and he said it was good to go," Smith told an investigator on Jan. 23.

Neither Smith nor Cardona has been charged in connection with the abuse at Abu Ghraib. "It's all under investigation," said Lt. Col. Pamela Hart, an Army spokeswoman.

The men could not be reached yesterday to comment. Two officers at the U.S. Army Trial Defense Service said that a military lawyer has been assigned to Cardona and that a message seeking a comment would be relayed to the attorney. The officers said they did not know whether a lawyer from the Army's defense service had been assigned to represent Smith.

In Army memos regarding interrogation techniques at the prison, the use of military working dogs was specifically allowed -- as long as higher-ranking officers approved the measures. According to one military intelligence memo obtained by The Post, the officer in charge of the military intelligence-run interrogation center at the prison had to approve the use of dogs in interrogations. There is no explanation in the memo of what parameters would have to be in place -- for example, whether the dogs would be muzzled or unmuzzled -- or what the dogs would be allowed to do. The Army previously has said that the commanding general of U.S. troops in Iraq -- Lt. Gen. Ricardo S. Sanchez -- would have had to approve the use of dogs.

Human rights experts said the use of dogs at Abu Ghraib violates longstanding tenets regulating the treatment of prisoners and civilians under the control of an occupying force, including the Army's field manual, which prohibits "acts of violence or intimidation" by American soldiers.

"Using dogs to frighten and intimidate prisoners is a violation of the Geneva Convention," said Elisa Massimino, Washington director of Human Rights First, an international organization based in New York. "It's a violation of U.S. policy as stated in the Army field manual, and it's a violation of the prohibition against cruel treatment."

The dog teams at Abu Ghraib were part of a security detail that also searched for weapons, explosives and contraband. The general in charge of military prisons in Iraq, including Abu Ghraib, said the dog teams were under the control of military intelligence but had no training or experience in helping with interrogations.

Cardona's dog, a tan Belgian Malinois named Duco, was trained to be part of a narcotics and patrol team. Cardona told investigators he also helped military intelligence with two interrogations and later was summoned by military police to draw information out of a detainee on Tier 1 of the prison, site of the worst documented abuse.

Smith said military intelligence personnel asked him to instill fear in detainees. He said that he would bring his dog, a black Belgian shepherd named Marco, to the tier specifically to scare prisoners after they were pulled out of their cells. At the behest of interrogators, he said, in some cases he would bring the barking dog to within six inches of the prisoners.

"Is using the dog in this manner an allowable tool by the MI interrogators?" an investigator asked Smith.

"Yes," he replied.

The dog handlers arrived at Abu Ghraib in late November, sometime after the abuse of detainees had been captured in photographs, including the images of the naked human pyramid and forced masturbation.

Master-at-Arms 1st Class William J. Kimbro, a Navy dog handler, said he was summoned to Tier 1 one night in November to help search a cell for explosives using his dog, Nicky, a black and tan Belgian Malinois. Earlier that night -- records indicate it was Nov. 24 -- a prisoner had allegedly been found with a weapon. When Kimbro and Nicky concluded the search, they were called to the second floor of the cellblock to search another cell.

"There was a bunch of yelling going on in the cell and my dog started going ape," Kimbro told investigators, adding that interrogators were yelling at a detainee in the corner. "I remember one of the males saying to the detainee, if the detainee did not provide the information the guy was asking about, then he would have me let . . . my dog go on him."

Kimbro said he was surprised by the comment and tried to calm Nicky down. He soon left, he said, upset that interrogators had tried to use his dog as an interrogation tool.

"I was leaving because this is not what my dog is trained for," Kimbro said in one of three statements he provided to investigators. "We do not use our dogs for interrogation purposes."

Kimbro was singled out for praise in Maj. Gen. Antonio M. Taguba's report about abuse at the prison for refusing "to participate in improper interrogations despite significant pressure from the MI personnel at Abu Ghraib."

Smith and Cardona said they complied with the MI requests because they believed the tactics had been approved by Pappas, the military intelligence officer in charge of the prison. They told investigators that they spent time on the cellblocks, allowing their dogs to bark at the detainees.

They said a non-commissioned officer from military intelligence approached them in mid-December.

"He asked us if we could use our dogs for interrogation purposes," Cardona said in a statement. "They were trying to get it cleared. We went outside and saw Col. Pappas. He told us MI wanted to use the dogs for interrogations and he told us that they had received permission to use dogs in an interview."

Smith recalled the same conversation, saying he spoke with Pappas in the parking lot the night after Saddam Hussein was captured -- Dec. 14. He said he was told that the use of the dogs was permitted.

Later that night, the two dog handlers took their dogs to an interrogation booth holding a detainee. Interrogators told them the dogs did not need to be muzzled, they said.

"When we got to the room the detainee was sitting in the doorway, with his feet in the doorway and the door was open," Smith said. "My dog and Sgt. Cardona's dog were both barking at the detainee and we never got closer than 18 inches. Neither dog had a muzzle on."

Also in mid-December, the dog handlers said they were asked by one of the MPs, Staff Sgt. Ivan L. "Chip" Frederick II, for help in dealing with an uncooperative detainee. Part of what followed was captured in photographs that have come to define the abuse at Abu Ghraib: A naked prisoner was up against a wall, two dogs squaring off against him.

The detainee, identified in the documents as Ballendia Sadawi Mohammed, said he was suddenly snatched from his bed in cell No. 5 one night and sent into the hallway handcuffed.

"They sent the dogs toward me. I was scared," Mohammed told investigators. "The first dog bit my leg and injured me there and this was bad luck. The bite from the first dog caused me to have 12 stitches from the doctor of my left leg as a result I lost a lot of blood."

Spec. Sabrina D. Harman, a member of the 372nd Military Police Company, said she saw the incident and said the detainee was bitten after he tried to run from the dog and was cornered. Cardona, whose dog apparently bit the detainee twice, once on each leg, justified letting his dog go to the end of its leash because he believed the detainee was fighting with Spec. Charles A. Graner Jr.

Military investigative records show that Frederick and Graner were key participants in the abuse. Harman, who said she saw two other inmates with dog bites around late December, also has been charged.

In early January, Cardona said, he used his dog during an interrogation at the "Wood" facility at Abu Ghraib, a collection of wooden interrogation booths set up behind the prison. Cardona said a non-commissioned military intelligence officer asked him to bring his dog into a booth and make it bark to scare the prisoner.

"I asked him if he wanted Duco to be in a muzzle and he said no," Cardona told investigators. "We went into the booth and there was a detainee in the booth with a bag over his head. Duco barked at him for about two or three minutes and they were asking the detainee questions."

On Jan. 13, Spec. John Harold Ketzer, a military intelligence interrogator, saw a dog team corner two male prisoners against a wall, one prisoner hiding behind the other and screaming, he later told investigators.

"When I asked what was going on in the cell, the handler stated that he was just scaring them, and that he and another of the handlers was having a contest to see how many detainees they could get to urinate on themselves," Ketzer said.
