I find absolutley no solice in the fact the Palmers no longer run VCA i find it quite disturbing that the Cookstons now run VCA. We must all remember that these are the people who were in charge at GBTS when it was closed down for abuse, i mean come on....It does'nt make me sleep any better at night thats for sure.

2003-MAY-10: Florida: A former resident of Camp Tracey, a camp for troubled youths run by the Harvest Baptist Church in Arlington FL, is suing two of its counselors. He alleges that he was sexually and physically abused while he was a resident from 1988 to 1992. He has allegedly repressed the memories of the abuse until about six months ago. In 1987, after years of physical abuse allegations by children and parents, a grand jury investigated Camp Tracey. They criticized the administration because of what they felt was excessive corporal punishment and the use of ropes and handcuffs to restrain children. 8

Text of Grand Jury?s report on Camp Tracey

(Below is the report of the Baker County Grand Jury that was opened to the public last week. The text appears in it?s entirety.)


IN THE NAME OF THE BAKER COUNTY GRAND JURY, state of Florida.



                                LAWFUL AUTHORITY FOR THIS
                                    REPORT OR PRESENTMENT

 We the Grand Jury of Baker County, Florida duly comprised and constituted as a body pursuant to Florida Statute 905.01 and under our oaths as individual and collective Grand Jurors under Florida Statutes 905.10 inquiring in and for the County of Baker, State of Florida as designated in Florida Statutes 905.16 do report and presentment make with our authority under Florida Statutes 905.28 the following findings, conclusions, recommendations, and directives concerning a public matter of concern and interest undertaken by decision and vote of this body and held in proceedings and sessions pursuant to Florida Statutes 905.17 and 905.24 wherein sworn testimony, reports and information was provided by both sides and all interested and concerned parties to this matter pursuant to Florida Statutes 905.27.

                                   MATTER OF PUBLIC
                              CONCERN AND INTEREST

  It has been brought to our attention as a body that a facility and organazation in Baker County, Florida known and referred to as Camp Tracey has been the repeated and constant subject of controversy, complaint , and concern to involved individuals and those governmental agencies whose responsibility it is to oversee, supervise and protect the legal, social and educational interests thereof.

 Although we recognize the inherent sensitivity of the doctrine of seperation between church and state and the precious freedom of religious autonomy, we must and do recognize that when any organazation, religious or otherwise, impacts upon a community in the related areas of health, education care and discipline of children and youth, that it should and must subject itself to the review by the public, those agencies who are responsible for the investigation and protection of children and youth, and this Grand Jury body as representative of Baker County.

 This body has engaged itself in a thorough and impartial investigation under Florida Statutes 905.16. We have directed pursuant to Florida Statute 905.185 the issuance by process of the Office of the State Attorney for the Eighth Judicial Circuit of those individuals and State agencies responsible for supervision and invetigation of Camp Tracey. We have well directed the presence of  the Director of Camp Tracey and have extended the opportunity to others from that facility to appear before this body.

                                      STATEMENT OF REPORT
                                             OR PRESENTMENT

 It is not our intention to embarrass nor hold to ridicule those responsible for the day to day operation of Camp Tracey. It is however, both our responsibility and purpose to insure that those children and youth placed in and residing at Camp Tracey receive proper health care and proper education and instances of physical punishment and mental abuse do not occur under the guise of discipline, and that Camp Tracey?s operation be subject to the later review of this body and the periodic review of those agencies who are empowered for such review in the interests of the children and the general public.


                                    FINDINGS BASED ON
                                     SWORN TESTIMONY

 There is no qualified medical personnel on the premises at Camp Tracey and emergency medical procedures or plans to obtain qualified care are inadequate and woefully lacking. The medical care response at Camp Tracey inadequate for cases of anticipated injuries as well as for cases of reported abuse on residents of Camp Tracey.

 There is no adequate system in operation to document medical injuries nor for the review diagnoses or record keeping of cases of suspected physical abuse of residents of Camp Tracey.

 There is no procedure as does exist for other child and youth facilities for contacting of the state of  Florida?s Health and Rehabilitative Services(HRS) Agency in cases of actual or suspected child abuse on residents of Camp Tracey. The attitude of the management and staff of Camp Tracey is both resistant and opposed to this necessary protective review of the programs operatioion.


 Upon admission of a child or youth to Camp Tracey there is no physical, menatl , or psychological evaluation done by a qualified person in order to determine the needs of the admitted individual.

 There is no individual knowledgeable nor trained in health or nutrition to review or oversee the preparation of proper meals.

 The educational program at Camp Tracey is sub-standard and frequently resulted in loss of  grade matriculation of students when returning back to public schools. This has had detrimental consequences to the students.


 No certified teacher either review, participate or teach in the program at Camp Tracey. Education is viewed by the staff and management as secondary to working in the fields, church attendance, or discipline.

 The program at Camp Tracey needs urgently to be accredited since it?s failure to do so injuries the normal educational and societal development of it?s participants.


 The management and staff at Camp Tracey must depart from it?s clandestine attitudes of operation and promote openness and a working realationship with school boards around the state to insure that those students in their care receive due and proper educational credit for classes attended while at Camp Tracey.

 School class scheduling at Camp Tracey is woefully lacking and should be developed so that full 5 day classroom sessions for appropriate hours meet state standards and should be subject to periodic review by school boards.

 The educational program at Camp Tracey should and must employ a minimum of two certified teachers and have State of Florida certification.

 The educational and teaching staff should be required to receive continuing education in addition to certification.

 A qualified woman should be hired for the position of Dean of Girls for Camp Tracey.

 A limit of ages of admitted participants should be imposed with 12 years of age being the minimum and 18 years the maximum.

 Periodic inspections should be made be proper health, building and fire authorities, at least on a quarterly basis beginning in January, 1987.

 Children residing at Camp Tracey should not be forced to work for private citizens. Children should be compensated for any work done for private citizens. No child should be taken from classes in order to perform work, either within the camp or at an outside work site.

 Any corporal punishment should be kept at a minimum. Corporal punishment should be the exception and used as a last resort. No physical restraints such as ropes or handcuffs should ever be used as has been done at Camp Tracey.

 Children who run away from the camp should not be labeled ?misfits? or given GI style haircuts as a disciplinary action since such is mentally detrimental.

 Any censorship of mail should be limited to contraband and there should be an open door visitation policy with parents, with off campus visitation policy with parents and for holidays and special occasions.

 The present staff member at Camp Tracey who is a convicted felon should be either immediately terminated or secure an immediate restoration of his civil rights from the office of executive clemency, Tallahassee, Florida.  

 

                                       RECOMMENDATION AND
                                          ADMONISHMENT


 It is the expressed intention of this body that this report or presentment be made public and published after compliance with Florida Statute 905.28 so that this report or presentment can inform and educate those interested persons so that constructive improvements and changes can occur at Camp Tracey.

 It is further the expressed intention that the next Grand Jury of Baker county spring term 1987 address these findings and review after six months from this dated report whether compliance by the management and staff of Camp Tracey has occurred with these findings.

 If not it would be our recommendation that criminal charges, injunctive relief, and any legal and equitable process be employed to externally address the internal neglect by those in positions of responsibility at Camp Tracey.

 We the Grand Jury of Baker County Florida do adopt this entire report as our presentment in this matter.

Well missy i'm going to tell you one little tid bit of info so take notes, she does not really give a rats ass if you believe her or not and quite frankly neither do i. Just know this you are not hurting her only getting on her nerves, i am so super joyed that VCA was a cake walk for you(btw this must mean your home life really stunk) congratulations and i am sure it "saved your life" TERRIFIC!!!! Like i said i am not badgering you and yes it's your buisness, however you must also understand that your story is exactly how these facilities get closed down no stories, no police reports means no one has any reason to do anything that was my point.
