WASHINGTON — The first federal inquiry into boot camps and wilderness programs for troubled teens cataloged 1,619 incidents of abuse in 33 states in 2005, a congressional investigation out Wednesday reveals.

The study, by the Government Accountability Office, also looked at a sample of 10 deaths since 1990 and found untrained staff, inadequate food or reckless operations were factors. In half of those cases, the teens died of dehydration or heat exhaustion, the GAO says.

Max Stewart, Turn-About Ranch Director at the time, investigated my complaint by individually drilling female students.  Other TAR employees who were there at the time told me that Max talked with some of them for over an hour and that all of the girls were crying extensively when he was done.

I worked the evening shift and came in at 5:30 pm and none of the girls who I personally supervised in the past would have anything to do with me.  They looked me in the eye, then diverted their eyes, one got "sick" during supper and had to be moved into a private room, and others got up and moved away from me at the supper table.

Max never did inform the TAR, professionally licensed counselors of my complaint and allegations.  By state law, he could not have interviewed them one-on-one, by himself as only a male counselor (plus his professional counseling license was not current with the state).

During his "investigation", he did not remove the female students that he questioned from the abusers influence and care.

Max never talked to me personally about my complaint.  After his investigation, he gave a "TAR employee token" to my husband with the instructions to tell me that everything was OK and not to worry!  Ah, this is how the Mormons work too . . . the wives are supposed to do what the husbands say!

Deputy John Chambers was not shot and killed, that was a previous one.

The employee Tom Alvey, who was involved in the duct tape incident and who still works at TAR today, tried to run me off the road 3 times after I filed my complaint.

Each time he was driving a TAR truck with 3 or more male students inside.  On the first 2 occasions, I drove off the side of the road to avoid a collision.  On the third, I held my ground and our side mirrors barely missed each other.  That was the last time he tried to do it.

What I thought was even stranger was that my then husband didn't think this was bad behavior on Tom's part at all, even though we all could have been killed or maimed in 45 MPH headon wreck.

After my complaint, TAR transferred one of the locally known sexual abusers included in my complaint to a different facility (no longer at the remote place with only other male staff, never enough female staff for this semi-wild first stop facility, never enough females to meet state requirements), and he quit rather than working with the regular staff, at the regular facility.

After spending an hour, putting together a post with dates, names, etc. from my file, it all just disappeared.  Posting this one quickly and from Word!

My witnessing of sexual abuse and receipt of employee harassment occurred on June 26, 2004.  My formal complaint was filed with TAR on June 27, 2004.  Max Stewart was the TAR Director at that time (he has since retired).

His female cousin (name unknown) was a boss in Panguitch Child Protective Services.  She was the boss of Virgil D. Sickels who told me on Friday, July 30, 2004 that he would not give up on this one.  His formal letter to me closed the case the following Monday, Aug. 2, 2004.

Every agency closed the case on Aug. 2, 2004:  CPS, State Licensing and Sheriff.

I filed my complaint with the Garfield County Sheriff on July 3, 2004 (no official copy ever obtained by me).  Our Escalante deputy, John Chambers, called me back and told me that he already had concerns due to a duct tape incident which happened the very night I turned in my complaint to TAR (which I also witnessed).  I asked why I wasn’t interviewed by them as witness in their duct tape investigation and requested that they do so (they never did).  (Deputy Chambers was shot and killed in Escalante, I believe, about a year later.)

I contacted State Licensing via email on July 3, 2004, and on July 6, got an email response from Suzanne Chavira of the St. George office that everything was AOK and good at TAR because they had let the 2 employees go who were involved in the duct tape incident.  I laughed and asked who told you that.  She said Max Stewart.  I told her that the man involved (Tom Alvey) still worked there (and he still does to this very day) and that the woman involved had already given her notice before the incident and was already in the process of moving out of state.  

I found out that Max had not abided by state law and notified State Licensing of my sexual abuse complaint against the Roundy Manager, Wayne Stinson.  (complaints against managers must be reported by the facility to the state)

On August 7, 2004, through local, native Mormon residents, I was told that:

State Licensing Suzanne Chavira’s husband also worked at an Aspen facility in St. George.

CPS boss of Virgil Sickels is Max Stewart’s cousin.

The TAR sexual abuser manager Wayne Stinson was previously a Salt Lake City cop, dismissed for behavior and attitude problems.  In Escalante, he worked for the local Sheriff Dept. as an undercover informant (residents always wondered why he was constantly driving up and down all of Escalante’s streets).

I’m happy to scan documentation into a pdf and will email to those of you whom I’ve had ongoing relationships in this forum and know.  I don’t trust others and will not mail to anyone I don’t know.  Sorry, but I don’t trust Mormons, the power of “The Churchâ€

Aspen Education Group / German's Brought Their Own Counselors & Staff

The German's did a totally different program than what is presented by TAR.  They brought all of their own people and only used a few staff from TAR to bring supplies and get them situated in their own camp.

Their kids were separated from the TAR kids and taken out into the desert where they set up a private, independent camp, unrelated to the TAR facilities.  They used their own counselors and their own program.

TAR's only involvement was setting it up and the related proximity to TAR by being in the Escalante desert.  I'm sure TAR also made $$ off the deal.

TUCSON (AP) -- The state director of the youth rehabilitation program VisionQuest was arrested earlier this week on suspicion of coordinating the trafficking of more than 400 pounds of cocaine, an assistant U.S. Attorney said.

Anthony James Zasa, 51, who lives in the southern Arizona town of Elfrida, helped oversee the transfer of the drugs between Arizona to New Jersey, said Assistant U.S. Attorney Jim Lacey.

His involvement came to light on Feb. 22 after his brother was stopped while driving a motorhome in Texas, the Arizona Daily Star reported on its Web site. Authorities found about 441 pounds of cocaine in the Winnebago Roco Zasa was driving, according to court documents.

Lacey said Roco Zasa agreed to cooperate with authorities and implicated his brother as the leader in the drug deal. He told investigators his brother and a man identified as Alex Hetherington loaded the cocaine onto the motorhome and agreed to pay him for taking them to New Jersey for distribution.

Court records show agents put phony drugs in the motorhome and Roco Zasa drove on to New Jersey and met Hetherington and Kacey Hallford Root at a Hilton Hotel.

Lacey said the defendants will be prosecuted in New Jersey.

Let's talk about the weather... / Man Induced Global Warming

The chemtrails are a part of the manmade weather control, creating our current droughts and deluges.  The Global Warming scam is designed to take more control, just like 911 was.  They want control of the weather, the water, and the food.

It's easiest for them to take an area's natural tendency and exaggerate it.  IE--take the arid west and make it drier, take the humid east and make it wetter.  The Earth's natural weather is an inter-connected system.  If they make Arizona drier, that moisture has to be released somewhere else.

In the name of drought and saving the environment (this coming from me, the enviro), they can steal water rights (Klamath Falls, Oregon was the first, since then many more) and boot ranchers off lands that they've held for over 100 years.  As they boot the ranchers off and steal their water, they're left bankrupt just like the airline companies after 911 (see my other recent posts under this forum topic).

Pretty soon, we're gonna see food shortages.  It's not doomsday talk, it's reality.  Get a grip and get control for yourself and your family by planning ahead.  

Buy things with real value 'cause the US dollar is nearly worthless (pennies are now worth 5-7 cents and may be pulled from currency due to the REAL VALUE of copper, they just passed a law making it illegal to melt down pennies).  Food, gold, silver, cigarettes, alcohol, toilet paper, sleeping bags, tents.  Buy things you'll need first, then things that others will need for trading purposes to get what you forgot or run out of.

Geez, even Homeland Security is telling us to not count on them for 2-4 weeks.  Ask the Hurricane Katrina victims how much help they've seen yet.

It doesn't help to stick your head in the sand.  The problem won't go away by ignoring it, but you can be prepared and ready for it!

Related to the Illuminati and their plan to take control, is their need to breakup the families.  That's a big reason for these facilities and why they're unregulated and unwatched and why certain corporations are taking over.

Not only do they break up the family, but they take control of the child, brain wash them into submission, and instill fear.

Don't give into their fear.  I believe we all came here at this time to do something that only we can do . . . that's what we need everyone connecting with.  That is our hope and the only Truth in a world full of deceit, lies and corruption.

If you look into the Illuminati, the group seeking to put the One World Order in place, you'll discover that all of their activities serve multiple purposes, and I must admit, they're quite ingenuous.  For example:

4.  We now allow military vehicles and personnel free reign over all of our cities.  We're getting ready to throw out Posse Comitatus which says our military can't use force against its peon citizens and assume positions like our police.

So, anyway, you get the idea.

Chemtrails serve multiple purposes too:

1.  They bring the HAARP & HIPUS towers' radio frequency emissions into our local, regional areas, more appropriately, right over our heads (where the towers can't reach).  This is not for cell phone coverage, but to change the frequency of our living environments.  Everything resonates at some frequency.  The Earth and our brains normally resonate at 7.8 MHz (I think that's correct, off the top of my head w/o checking notes).  Change the frequency, change the environments.  Change the environments, change the weather, change emotions, behaviors, sleep patterns, and energies for diseases to grow (even dis-eases have frequencies that they need in order to grow and survive).  Change the frequency, change the World and control the brains of everyone.

2.  Eliminate population by spreading man-made viruses, bacteria and diseases.  The UN said several decades ago that they'd need to eliminate up to 90% of humans to be "sustainable" (double speak, kill everyone off in the name of sustaining them).  Just like Hitler, they've already decided which genetic makeups they want to eliminate, and so, the man-made diseases have been designed to do just that.  What better way to disperse them than from jets flying overhead with the aluminum that changes frequencies.

3.  With control of the weather through frequencies and chemtrails, you can drive people out of the areas you want evacuated forever (90% of western US, the rivers and deltas, heavy resource deposit areas).  You can kill off thousands of people at a time.  You can take control of the water and food production and you can "relocate" the victims to other areas.

4.  All of the jets flying in X's and grid patterns overhead can also carry the equipment to track and carry on surveillance.  They're freaking mapping, recording, listing all resources, tagging all animals (farm and wild) and every spot on the Earth.

There is no place to run.  It's George Orwell's 1984 (he was Illuminati and they always tell us in advance of what's coming).  As usual, it's our free will and spirit that we get to use in making our choices.  Do you get chipped?  Or, is it more important to die believing in what you know is Truth and Right?

It's a very important time to only be Walking Your Talk!

I've lived in the southwest for over 30 years and in Escalante for nearly 5.  I don't care how much traveling you've done in the SW, this place is not like any other in its ruggedness and treacherous terrain.  It makes no difference whatsoever where Roundy is located (which is 13 miles up a very remote canyon) since Andy had to find a way out through the canyons.  Even staff stopped looking at sunset due to the dangers of being out there at night, in the dark, in the canyons, in the rain.

I see that you also failed to mention that Andy's parents, if indeed this runner was Andy (they have them so often it's hard to say), had forewarned TAR that he would run.  I understand that TAR employees were aware of this.  Here's what went wrong:  it wasn't Andy running, that's part of the program with these kids and staff has rules that should be followed (of course TAR doesn't give any real staff training, so it's hit or miss as to which staff is working at the time how things run) -- what went wrong was that staff left him alone when they knew they weren't supposed to.  If TAR can't handle these types of kids and keep them safe when they are in their custody, then they have no business taking them in the first place.

You give Andy all of the blame for his "problems".  I see that everything is always his fault, even though he didn't have any control over his circumstances.

So why are you suddenly posting in this forum for the first time if your daughter's doing great and Andy's in jail.  Isn't it a little late for him?  Why didn't you come here before you, supposedly, brought him to TAR.  I generally do research first, not after the fact.

I too was one of those wild '70s teens.  Geez, my folks didn't send me to some unknown institution, they disciplined me themselves.  They also knew that I was just about ready to go out on my own and much of this behavior is due exactly to that independence taking hold.  So, what?  I'm over 50 today and have had a very productive life without alternative schools.  

And, using the term "school" for TAR is a misnomer.  They've got one room that qualifies as the school and their headmaster is a retired schoolteacher who falls asleep in class.  They have virtually no books in their library so I donated a set of World Book Encyclopedias and science books just so they'd have something.

I don't paint all programs with a wide indiscriminate brush.  I only talk about TAR where I have personal experience.

You should also know that since this town of 800 people has no employment at all, most employees are not at TAR willingly, they're there because it's one of only 2-3 places in town to work.

They work 10-13 hours a day without so much as a 15-minute break.  This is illegal and it puts the kids at risk because staff is tired, cranky and in a "who gives sh*t" attitude.

So, yeah, I think my work experience there with the kids for 40-60 hours a week gives me much more insight into their care than your history.  Your daughter's experiences would rank above mine, and I'm sure she didn't tell you everything.

It took me well into my adult life to remember a rape by a neighbor in my history.  Perhaps her problems are just buried now and will surface when she's 40.

Interesting that your daughter's name is Emily 'cause I knew an Emily at TAR.  She obviously wasn't your daughter since this was only a few months ago, but she is someone's daughter.  She was beautiful, very long black hair, the bluest eyes you've ever seen, very slim and tiny build.  

I met her at Roundy and while we were alone, with Wayne gone, she told me that she had wrestled with Wayne the night before on his overnight stay.  Just at that moment, he appeared out of the blue, from behind us and around the corner, booming, "Yes, we wrestled and I won, didn't I?"  (Wayne always reinforces to the kids that he's the only winner, and they're the biggest losers, at Roundy.)

Later that day I caught Wayne and Emily around the corner of Roundy and he was instructing her to put her hands on him.  She didn't want to do it, so he reached down and picked her hands up and placed them on his body.

Would you want your Emily being broken down, beaten into submission, and intimidated in this manner?

If your Emily was there in 1993, that was when Dave Townsend, a local person here, owned it.  He started the facility, they served good food, did things with the kids (which is sorely missing these days, bored, nothing for 'em to do, TAR strips away the negative lifestyle and replaces it with zero, zip, zilch, and these kids' minds are clean and zooming, they could be shown sooooooo many positive things to reinforce a positive lifestyle . . . oops, I forgot, they teach them how to lift bales of hay wrong for their backs, afterall it is a working ranch and how to brown nose and backstab to the top of the lists, how to hate as their ethnicity is derated, and more!).  

That was before Aspen Education Group bought it out.  It changed from being a small, locally owned and operated facility to corporate America, one of what? 50 or so facilities owned by Aspen now?  And, corporate America needs their fair share of the profits.

Yeah, so I had the Sheriff's Office, the Utah CPS office, and the Utah Licensing Board, all of 'em, sweep the sexual abuse case under the carpet, over and done with in only days.  This, in spite of another incident involving duct tape (duct tape = totally illegal in Utah) of a female student, at night, in her pajamas on a wet and cold ground at Roundy on the very night that I turned in my written report.

So be it . . . I come here to tell the truth in the hopes that prospective parents will be reading these forums.  I too am a parent, I know what parenting is about.  I know about wild and crazy kids -- I took care of the entire neighborhood 'cause none of the other parents were ever at home.  I was involved in their schools, their friends, boy/girl scouts, animals, games, shows, plays, whatever.  That's what parenting is about -- loving, teaching and being involved.

From my experience at Turn-About as staff, I have to say that most of the "troubled" teens had no parents in their lives.  That isn't to say that they had no parents, it's just that the parents weren't ever involved in their lives.  The kids went, as you say, from institution to institution.  TAR cannot, nor can any "group home", ever provide a family atmosphere, nor can they teach morals, standards, or family values.

It was my feeling as staff that the only way this type of program would ever work is if the parents were there with the child, working together, for the 3 months.  It was my impression that very few of these parents would ever be willing to give up 3 months out of their lives for their kids, when in reality the kids' problems stemmed from bad parenting, or maybe worse yet, no parenting.

I didn't know Andy, I had already quit TAR over unresolved sexual abuse by staff members.  It's a place that I could not morally work.  I did, however, go out for hours driving back roads looking for him because, if you were actually here in Escalante you might have noticed the 2.1 million acres of extremely remote, rough, rocky, steep canyons unlike no place on Earth, surrounding us.  We have out-of-towners die out here every year.  Every year we go looking for them in the hopes of finding them before they do.  

I was extremely worried for Andy that night, but yet, you, his uncle, supposedly, show very little concern for his safety as he was missing overnight, in this rugged country, in a heavy rainfall, in cold weather.  You only continue to blast away at Andy.

You sound more like an Aspen or a TAR employee.  At least, that was always their attitude, the kids get what they deserve.

Who Am I Discovery/Whitmore / Anyone know of GOOD places for kids??

Home, home, home.  I couldn't imagine sending one of my kids off to one of these schools.  Never ever, ever would I have done that.

We changed our lifestyles to accomodate having children.  I gave up my career and worked odd hours so me or my husband could be there for every freaking ball game, dance recital, show, whatever.  One of us was there every day after school, as were all of the other neighborhood kids 'cause every other parent on the block was away at work.  And you wonder why they grew up fast and without morals or standards.  

Who has been there to set any standards for 'em?  Who has been there to support and praise them in their goals?  Who has been there to teach them self-confidence, love, sharing, anything?

You don't know 'cause you haven't been there.  It's always been a childcare worker, a teacher, a staff member.  These kids are institutionalized from 6 weeks after birth (we became self-employed so we could bring our children to work with us through infancy til school years).

I didn't allow any immunizations.  These are killers and mind control agents.  The schools are dosing 'em out, along with the fluoride, at age 5.  They want immunize newborns right after birth.  We said, NO THIS IS OUR CHILD AND WE DON'T WANT TO POISON THEM.

It's time for Americans, young and old, to wake up to what's coming down the pipes.  Our Constitution is gone, our government is a dictarship from illegal elections, and our military is the biggest terrorist in the world.

They're tearing our families apart with debt, bad economy and everyone working for material gain.  We've thrown God out the door, but we allow Satanism in our schools.  What's wrong with this picture?

Reverse everything you know and you'll be closer to the truth.
