    A former student of a "tough love" school in Jamaica for troubled teens filed a federal lawsuit Friday against a St. George company, alleging he was kidnapped from his home and mistreated in a "squalid" jungle camp overrun with vermin.
    Samuel Bardin -- along with his mother, Patra Bardin -- says he was snatched from his Tennessee home by an "escort service" hired by the St. George-based Worldwide Association of Specialty Programs and Schools (WWASP), according to the suit filed Friday in U.S. District Court in Salt Lake City.
    He was then allegedly shuttled to Brightway Hospital in St. George, before being flown to the Tranquility Bay treatment facility in Jamaica. There he was subjected to "sadistic and unwarranted physical and psychological abuse," according to the suit.
    The abuse "comprised of holding [Bardin] in a steaming squalid jungle camp infested with flies, mosquitos, scorpions and vermin, with insufficient food," the suit states.
    Other punishment, the suit filed by California attorney ThoÂmas K. Burton alleges, consisted of "being forced to lie on the floor for 24 hours without bathroom privileges and without letting one's chin touch the floor." " according to the suit.
    The WWASP schools -- four based in Utah -- use controversial behavior-modification techniques to rehabilitate teens caught up in alcohol and drug abuse and other misconduct. In recent years, other students claim they have been the victims of physical and sexual abuse at the schools.
    Since the late 1990s, the association has been sued seven times in Utah's U.S. District Court by parents, all alleging negligence and abuse at Paradise Cove in Western Samoa, Tranquility Bay and Montana's Spring Creek Lodge, according to court records.
    Ken Kay, president of the St. George association, declined to comment on the case because he had not seen it. But he has pointed out in the past that the company has never paid damages to any plaintiff, and many of the cases have been dismissed.
    Friday's lawsuit does not indicate when Bardin was allegedly forced into the school. But it says the boy had been using cocaine following the suicide of his father. After discovering her son's drug use, Patra Bardin decided to get him help.
    When she agreed to let him be "kidnapped," she says the company's owners "represented [it] to her as a benevolent program employing positive tactics to help reform truant young people," the suit states.
    The suit against WWASP -- which alleges negligence, false imprisonment, intentional infliction of emotional distress, fraud and deceit -- also names as defendants Teen Help, Teen Escort Services, and company officials including Ken Kay, Robert B. Lichfield, Karr Farnsworth, Brent M. Facer, Jay Kay and David Gilcrease.

I have a hard time understanding program parents like you. Do you think we enjoy running around each week posting on these boards and researching these schools? We are doing this because we care about current and future program kids. We are doing this because this is a multibillion dollar industry that many profit from (programs, educational consultants, referrals etc.). With this kind of money to be made off this booming industry do you really think that there will never be fraud and mistreatment? Programs are trading teens like they are stock. Worriedmom, you need to remember that you are nothing more than a consumer, and you are still the consumer. Has your son returned home? From what I understand he has not, therefore you truly do not know what you have paid for. Of course your son sounds different on the phone and letters, he's locked up, most likely with a staff reading his outgoing mail and monitoring his phone calls. You sound like a regular at struggling teens, have you not read all the stories about teens coming home and basically ending up worse than when they left? What parent would want to admit to themselves that they have made a terribly mistake regarding their child's well-being, but its something that needs to be done. Its not your choices of using money as a way to help your teen that concerns me the most, it is your lack of desire to do your homework. Family life, not an institutional life.. Thanks,

Boot camps under fire - PANAMA CITY, Florida (CNN) -- Boot camp is often the last chance for troubled teen-agers on the verge of hard prison time. But a series of high profile incidents have put camps across the country under intense scrutiny. Boot camps for juveniles started in the mid-1980s. Because of their get-tough image, the camps became very popular and popped up all over the country. But in recent years, bad publicity and questions of effectiveness have forced some states, such as Maryland and Georgia, to shut down their boot camps.

CEDU settles personal injury, fraud claims

Company to pay By KEITH KINNAIRD SANDPOINT - CEDU Educational Services has agreed to pay $300,000 to settle claims that the company bilked parents and failed to protect students from harm.

The settlement was announced Monday, the day a jury trial was to start in Sandpoint.
"Our clients are very pleased that we obtained the results that we did," said Todd Reed, co-counsel for the parents who brought the suit. "They are very glad to have this emotional experience completed so that the healing can continue. They did not want to go to trial and reopen their wounds."
Michael Ramsden, a Coeur d'Alene attorney representing CEDU, could not be immediately reached for comment on Monday.
The parents of former students Kevin Accomazzo and Stanton Lewis sued CEDU in 1997, claiming their sons were verbally and physically abused by CEDU staff. They also alleged the school was violating state and federal racketeering laws through deceptive billing practices.
CEDU, which has offices in Sandpoint, operates Northwest Academy, Rocky Mountain Academy, Boulder Creek Academy and Ascent. Located in Boundary County, the private boarding schools are geared toward students with academic or emotional difficulties.
The suit arose after a student uprising at Northwest Academy in January 1997. The riot left five people injured and brought to light claims by students that they were being mistreated by school staff.
A majority of the students at Northwest Academy felt their concerns were not being addressed and a grievance process for students was seen as ineffective, according to the Idaho Department of Health and Welfare, which investigated the riot.
An incident involving Accomazzo helped trigger the revolt, according to Steve Verby, who is co-counsel with Reed. Accomazzo, then 17, suffered a broken arm in September 1996 when he was tackled from behind by a school employee for walking out of a group counseling session, court records state.
"The fact that Kevin was taken down by one of the counselors and had his arm broken was one of the incidents that lead to the unhappiness of the students," said Verby, who is running against Jack Douglas in today's election for 1st District judge.
Other students said school staff had berated them and spit in their faces, concerns which Health and Welfare officials later deemed valid.
Lewis, the other student in the suit, claimed school officials failed to protect him when he was set upon by another student who hit him in the head with an object. The injury required hospitalization and surgery, according to a copy of the complaint.
Parents of both students also claimed CEDU were defrauding them of hundreds of dollars through its billing practices. The students' actual laundry and transportation costs were well below what their parents were being charged, the attorneys said.
"Parents were getting charged what we alleged was an unconscionable amount, and they were charged for services that weren't provided," said Verby.
Accomazzo's parents, for instance, were charged $1,800 to have their son stay at a Bonners Ferry home after the riot. But Accomazzo spent some of those days on a slush-covered deck in a sleeping bag and a pup tent, court records show.
CEDU took advantage of parents who have the ability to pay large sums of money for their kids' education, Verby said. Parents, most of whom live out of state, had no way of knowing whether the charges were legitimate.
"The parent gets the invoice, thinks that that's the charge and pays it," he said. "Why should a parent pay for something that they didn't agree to pay for?
