The following comment was made by an astute newbie who has just recently come face-to-face with the beast. Frustrating, huh?  :rofl:

"DHHS does not designate these residential treatment centers as "inpatient psychiatric centers", even though children are ostensibly committed because of emotional or mental disturbances, therefore the children who have been  involuntarily committed do not have mental patient's rights. they have not been convicted of any crime, therefore they do not have the same rights as prisoners or the juveniles remanded to the Department of Corrections......they are in legal limbo."

These facilities need to be forced off the fence and to identify as one or the other- Boarding Schools, giving up all the 'treatment' and providing teens with the rights they would have in a true boarding school. OR Psych Facilities and follow the appropriate regulations and monitoring for that type facility.
They have the best of both worlds. The gray area needs to be exposed. No more 'specialty school' or 'experimental' waivers exempting them from state regs for RTCs.

I have always wondered what the IRS would say if they knew the truth.

Many tax deductions have been given inaccuratley.


Non profit plus residential tax breaks.

Please I am interested in this story. Is DHHS the United States Department of Health and Human Services? Or is this from one state?
