I believe they didn't want us to feel comfortable or secure.Better brainscrubbing that way. No attachments. And they certainly couldn't leave people at foster homes long enough for the foster parents to realize that someone had been on pb&j for 30 days or that they'd lost a ton of weight.It might occur to them that there was some inappropriate discipline gong on.

I spent 9 months on first phase. There were 2 homes that I spent about 30 days with each. The first few months were spent shuffling around staying days, no more than 10 at any given home. One month at one home then made 2nd phase, then ran away. Two homes and 10 days later ran away again. Home shuffling for another 2 months then 1 month at another foster. My clothes always lagged behind a few days.

At Straight St Pete, food was a weapon. And honestly one had to develop a special hunger before acquiring a taste for that chili, saturday night soup or special entree's like mullet soup.
