Hyde School in Bath plans to build new dorm

BATH — Pending approval by the Bath Planning Board, Hyde School will build a new $3 million dormitory to replace a 1970s-era residence hall on the private school's High Street campus.

The new, 17,000-square-foot dormitory, to be known as the "New Dorm II," will replace the existing "New Dorm," about 350 feet south of the historic Hyde Mansion.

The existing building is the oldest dormitory on campus, head of school Don MacMillan said Monday.

"It's lived its life," he said. "It's time to replace it."

The older building "suffers from structural, mold and layout problems," according to the site plan application submitted to the Bath Planning Department, and school officials determined that renovations would be costly and would not completely correct the problems.

Also, MacMillan said, Hyde lost dorm space as the school sold buildings across High Street from the campus.

The new dorm would house 56 students, instead of the 32 housed in the existing building, and would include four faculty apartments.

The older dorm "has no historic significance," according to a Sept. 22 email from architect John Whipple of Portland-based Whipple-Callender Architects, and "is far enough from the John Calvin and John Howard-Stevens-designed Hyde Mansion that it has no impact on it."

The Maine Historic Preservation Commission signed off on the plan.

Flooding issues

MacMillan said school representatives met with residents of the Pine Hill neighborhood, near the campus, to discuss previous flooding issues in their homes. More meetings are scheduled.

"Engineers tell me building the dorm would actually help resolve the current problem," he said.

According to Whipple's memo, ledge behind the building would be blasted to direct drainage away from the new dormitory.

A stormwater management report prepared by Pinkham and Greer Consulting Engineers of Falmouth concluded that the project "is not expected to generate any changes to the peak flows, due to large watershed areas and small increase in impervious areas, and should have no adverse effect on adjacent properties, downstream drainage or receiving waters."

That report is undergoing peer review by Topsham engineering firm Wright-Pierce.

The Bath Planning Board will consider a request for site plan approval at a meeting scheduled for 5 p.m. Nov. 1 at City Hall.

      Worst school ever. That place caused me more problems than I had before I went. It's a cult. Keep your kids away from Hyde. The reason 'such a high percentage' of their graduates go to college is because the graduating classes are the 9 kids who couldn't get the hell out. It really? is like a prison.

      The New Dorm was and is, to be sure, one of the ugliest buildings known to exist. It's roughly shaped like a "C," with two identical halves each consisting of a central hub (lobby, bathroom, faculty apartment above), with a corridor branching out on each side where the dorm rooms are located. The two halves are skewed in orientation, hence creating that "C" effect.

      Two of the wings, one from each hub, meet in the middle. At one point that juncture was blocked off by a wall, when the two halves housed different genders. Later it was left open when the whole of it housed either girls or boys.       Here's an excerpt from a post originally posted in the 'Warning about Hyde School from an educational consultant' thread, by someone who attended Hyde in the early 1980s, when the New Dorm apparently housed all girls. Can't remember why, but for some reason, curtains were prohibited in the dorm rooms themselves:

          BATH — Review by the Planning Board of a site plan application submitted by the Hyde School to build a new dormitory on its High Street campus has been rescheduled for Nov. 15, City Planner Andrew Deci announced earlier this week, in order to allow additional time for staff review of revisions to the plan.

          At its meeting on Tuesday, the board is still scheduled to continue discussion of wireless communications, and then consider approval of a site plan application submitted by Bath Iron Works.

          The board will meet at 6 p.m. Tuesday at City Hall.

          The city of Bath is digging in its feet a lil more... Approval is tabled 'till Hyde can come up with some satisfactory solution for "mitigat[ing] storm water flow."

          Btw, the below article is wrong about the old "New Dorm" as having been built in 1975. This dorm could NOT have been built any later than 1972.

          BATH — Hyde School's plan to build a new dormitory ran into a speed bump Tuesday at the Planning Board.

          The private high school's request for site plan approval was tabled while the board awaits more information on how Hyde will mitigate storm water flow from the new building into the city's combined sewer system.

          Bath Public Works Director Peter Owen will work with project consultants on that plan, which is expected to return to the Planning Board on Dec. 6.

          The 17,000-square-foot building would replace an existing dorm built in 1975, which Hyde Chief Financial Officer Alyssa Hemingway said has "met and exhausted its useful life."

          The Campus Drive building would house up to 56 students in 28 rooms, and have four faculty apartments. The capacity of the existing dorm – demolition of which could begin next June – is 34 students and two faculty apartments, Hemingway said.

          The new dorm could be complete by spring 2013.

          Town Planner Andrew Deci noted in a memo to the Planning Board that the replacement dorm would increase the intensity of use on the property. Increased sewage flow would be one impact, while the control of storm water on the site would be another issue.

          "Exclusive of some issues related to storm water management, the applicant has resolved the concerns that staff has," Deci said.

          Prior development and the site's topography have limited opportunities to treat and retain storm water there, Deci explained. The site plan would direct the water to the south, toward Academy Green, where it flows to a combined sewer system.

          While there is currently capacity to treat day-to-day waste water volume in dry weather conditions, Bath's sewer collection system suffers from storm water inflow during rain storms, which clogs the pipeline system and causes flooding.

                  BATH — Pending approval by the Planning Board, the city of Bath will partner with Hyde School to make improvements to a stormwater management system near the school.

                  City officials deemed the step necessary before Hyde can build a new $3 million dormitory to replace a 1970s era residence hall on the private school's High Street campus.

                  The new, 17,000-square-foot dormitory, to be known as the "New Dorm II," would replace the existing "New Dorm," about 350 feet south of the historic Hyde Mansion. Despite a stormwater management report prepared by Pinkham and Greer Consulting Engineers of Falmouth that concluded the project "is not expected to generate any changes to the peak flows ... and should have no adverse effect on adjacent properties, downstream drainage or receiving waters," Planning Board members and Bath Public Works Director Peter Owen said at a Nov. 15 meeting that they worried about excess stormwater that would result from the new dorm as proposed.

                  Hyde officials subsequently determined that off-site improvements designed to separate stormwater from the Hyde site would be the most effective way of addressing those concerns, according to a Nov. 29 memo from Bath Planning Director Andrew Deci to the Planning Board. Deci wrote that Owen agrees with Hyde's plan.

                  "Since the improvement (1) assists the city with a state mandated correction of storm water infrastructure and (2) can be implemented more cost-effectively as a partnership, Hyde School and the city of Bath have mutually agreed to enact the improvements," Deci wrote.

                  Terms of "a hand-shake agreement ( have) been resolved" that would require Hyde School to pay for the survey, design and engineering of the stormwater system, all materials and all nonlegal costs of obtaining offsite easements.

                  City staff would construct the line, and the city would obtain easements for the line from affected property owners.

                  At a meeting scheduled to begin at 6 p.m. Tuesday, Planning Board members will consider granting site approval for the new dormitory. They also will consider approving a memorandum of understanding drafted by Bath's city attorney.

                  Stormwater from the area currently drains into the city sewer system, adding to the volume of discharge treated at the sewer treatment plant, according to City Manager Bill Giroux.

                  During storms, "you get more water than you can treat, which is bad for the river," he said. "The idea is over time to continue to separate the stormwater from the sanitary system."

                  Deci said that, should the project be completed, stormwater from Hyde would be redirected through the new line and drain directly into the river, rather than mixing with the line headed for the sewer treatment plant.

                  "It's good for everybody," he said.

                  Giroux said that if Hyde had to complete the project alone, "it might be a project killer."

                  Instead, city staff — which Giroux said "builds projects like this every year" — would essentially dig a ditch and lay "a few hundred feet of pipe."

                  The plan would not require city funding, he said, and so would not require approval by the City Council.

                  Should the project be approved, Deci said Hyde officials expect to begin demolishing the existing dormitory at the end of this school year.

                  Prior to Tuesday's meeting, the board will hold a workshop at 5 p.m. to discuss with city attorney Roger Therriault the board's authority, legal issues the board may deal with, making defensible decisions and other legal issues, according to an agenda.

                  The workshop and meeting will take place at City Hall, with the workshop in the second floor conference room and the meeting in Council Chambers on the third floor.
