Steven Gage will probably spend the rest of his life in prison.

Gage, 43, the former proprietor of Royal Haven Equestrian Center for Girls near Sisters, was sentenced to 45 years behind bars on 27 counts of theft, criminal mistreatment and sex abuse of teenage girls under his care.

The sentence was handed down by Judge Stephen Tiktin on January 31, 2001. It followed the guidelines of a plea agreement between Gage and the Deschutes County District Attorney reached January 4.

Prior to sentencing, victim after victim of Gage's abuse, including girls who ranged in age from 14 to 18 at the time the sex abuse occurred, gave tearful testimony that he should receive the maximum sentence allowed under the plea agreement.

"He took the trust we gave him and twisted it for his own sexual desire... I was just a child, and so was every other girl he molested," said one young woman who accounted for nearly half of the original 146 counts of sex abuse that occurred.

While she spoke, Gage sat at the defense table, shrunken, having lost dozens of pounds while sitting in jail seven months waiting for his trial. His hair was thin and graying, his face hollow and white. His head shook slightly from side, either from a slight tremor or perhaps in denial of the atrocities described.

His head seemed to barely reach above the collar of an oversize denim jacket with the words "Deschutes County Jail" stenciled on the back. It made him seem even smaller.

"Look at him! Do you think that this man would ever be a part of any teenage girl's fantasies? It was disgusting!" said one of the victims of coerced sexual activity with Gage.

"I don't know what shell of a human being does this to 13- or 15- or 17-year-old girls and thinks he can get away with it," said another. "He preyed on the souls of children for his own sense of confidence."

Parents told the judge of the nearly unbearable guilt they felt when they had discovered what Gage had done to their daughters.

"We were seeking desperately a safe harbor. Imagine the shock and horror and outrage when we learned that we had delivered her into the hands of an uncontrolled, manipulative, evil, sexual predator," said one father.

The girls testified that their fear extended even to bucolic Sisters High School where, under a previous administration, Gage had conned his way in as a truant officer, offered the services of his supposedly trained drug-sniffing dogs. He had keys to the building, his partner Karen Lee was on the school board.

"We could not go to the school (authorities). We would look out the door of English class, expecting to see his face," cried one girl.

A Sisters teacher in the courtroom flinched as these words were spoken.

The girls told of how he gave favors of jewelry and privileges to his "special girls," the ones who did not or could not resist his sexual advances.

In determining the sentence, Judge Tiktin first spoke to assuage the guilt of parents and the girls.

As a man who has seen much of the worst, as a man who must be "always suspicious and even cynical," Judge Tiktin told them that "I myself could have been deceived by Mr. Gage ... (until yesterday), I think I failed to grasp the character and scope of his crimes.

" ... what happened is not your fault," the judge told parents and girls. He praised the courage of those girls who came forward.

Judge Tiktin said that he believed Royal Haven "was a scam from day one." He spoke of Gage's "tremendous conceit and contempt of others, to take these precious children as objects for your sexual gratification ... the cruelty, the isolation, the exploitation of their disaffection from their family."

At which time, Tiktin read the sentence, which added up to 45 years behind the walls of prison. The judge established that Gage will always be under supervision as a "sexually dangerous offender."

If he lives that long, Gage could get out after 36 years with time off for good behavior, but even then he will be 79 years old when he next breathes air as a free man.

Just a reminder that abuse can happen whether there are 25 or 500 kids.

All you need is a dark, evil heart ... and maybe some business card to pass out to the Ed Cons, speaking of which, interested parties may want to check the Struggling Teens archives and see if they can find an article about Steve Gage and the view from his hot-tub which IIRC, was written by Lon Woodbury .. obviously before the allegations of abuse surfaced and Gage was convicted.  

Wonder what Karen Lee is doing these days?  Anybody know?

Sitting in their living room after dinner, the sense of safety at Royal Haven is almost tangible. With 20 girls there at the time of my visit, and the Gage?s own four children (ages 17, 4, 3, and 2 months), it seems there is never a dull moment. Despite the activity, the atmosphere was calm and constructive because it seemed everyone was busy doing their part to make it work, even the little ones.

Royal Haven is based on a family home model, and it does feel like a large family. They are on a 52-acre horse ranch with 40 horses. An important part of each girl?s lifestyle is taking care of the horses and participating in equestrian activities, and of course doing their share around the house. That it was well structured was apparent because everything was running smoothly while I was there including taking turns fixing meals and doing household chores, taking care of and working with the horses, and doing their homework. Each girl went from one activity to another seemingly without being told, which is a strong sign of how strong the structure and trust is.

All the girls at Royal Haven had been making some very poor decisions before coming there. But the Gages do tight screening, and as a consequence, most of the girls that are accepted are ones who start with at least some idea that they have to change something. When a girl is adamant she is right and everyone else is wrong to the point of being disruptive, the Gages will help the parents find someplace that will work better for her. Often that is a short term wilderness program that can help her get to an emotional place where she is capable of benefiting from the help offered at Royal Haven.

When a girl first arrives at Royal Haven, the point is emphasized she has a fresh start. What she did in the past will stay in the past, unless she wants or needs to bring it up in order to work through what she thinks and feels about it. With a promise of a fresh start and a very strong positive peer culture the Gages have developed, new girls blend in very quickly. Girls adapt quickly to the atmosphere from a combination of the new girl sensing there is something positive she can learn there that she needs and wants, from encouragement and help from the girls who have been there longer (positive peer pressure), and a ?no nonsense accepted? attitude of care and firmness on the part of the Gages and the other girls.

Horses and academics are the girls? main activities, supplemented by mentoring by Steve and Karen and other staff in individually helping the girls work through the emotional issues that that come up that caused them to be enrolled there in the first place.

They have a very active equestrian program, part of which is participating in horse shows throughout the Northwest. Royal Haven girls have been very successful at that, accumulating numerous ribbons at equestrian shows. But, that is just the pinnacle. Behind that is the daily grooming, riding, practicing, and yes, that much needed but universally disliked shoveling of manure. The last one tends to be reserved for girls that get into rough spots emotionally and need the time to work with a symbol of the decisions they are making.

The other major activity is the academics. Most girls go to the Sisters public school for their academics. The Gages not only have a good working relationship with the school system, but also are actually licensed as an alternative school under the jurisdiction of the Sisters School District. This means that Royal Haven is regulated by the State Education Department rules, as managed by the Sisters School District, rather than being under the rules of the State Health and Welfare Department. The advantage of this approach is they are free from those regulations the Health and Welfare Department have developed for radically different entities, such as group homes and residential treatment centers, while still being overseen by the State of Oregon.

For those girls not yet able to act responsibly in a public school, there is the option of academics at the Royal Haven home, and a few of the girls are pursuing their academics that way. As each girl?s level of responsibility increases, they will have the chance to earn the privilege of attending the Sisters public High School with the rest of the girls. This chance to have what is considered by the girls as a more ?normal? school experience can be a powerful motivator.

Royal Haven will accept a girl who is pregnant, if she otherwise fits the profile of the girls Steve and Karen feel they work best with. Also, Steve has had considerable experience in the past working with death and dying issues, so Royal Haven can be a very healing experience for a girl who is struggling with losing or having lost someone very close.

Steve and Karen are very adamant that they run a home, not a program. Actually, they consider it a home away from home, and their main purpose is to provide healing for a hurting child, and helping bring the family back together so far as that is possible.

(Royal Haven moved into a brand new, four-story upscale building on the outskirts of Bend, Oregon in early December shortly after my visit. Although no longer living on the horse ranch described in my visit report and now housed in better facilities, the girls continue their work with the horses as before, going to the horse ranch every day for the equestrian part of their program.)

The Gages have completed their One Hundred mile move east from Cottage Grove Oregon to Sisters Oregon. Moving from their old small house to one with 4,000 square feet, they are now in a position to implement their dream of developing a program to take in children for short term holding and long term placement in their home.

Steve and Karen have been involved in counseling and transporting children for a number of years. At times, to meet the needs of parents and children, they have taken children into their home for varying periods of time.

Their new, larger home is on ten acres near the western-motif small town of Sisters in the foothills of the eastern slopes of the Oregon Cascade Mountain range. It has a pond, a new and well equipped horse barn, adequate fencing for whatever kinds of animals they want, plenty of work for kids to do in learning responsibility, and a sense of isolation.

They are inclined to specialize in working with girls. Steve says, "I like the feisty ones." While I was there they had their own pre-teen daughter there, an older girl living with them who is working on emotional growth and attending the local high school, and a boy who was there for just a few days until his parents could find a long term placement. I can personally vouch that the view of the Three Sisters Mountains is fantastic from their hot tub on the deck in the back of the house.

Quick, grab it before it disappears!! I couldn't find it and don't know how to post photos anyway. (yeh, some have explained... I didn't get it.. i'm really a ludite at heart) I did find these tidbits.

Parents need to be able to get back in control of their children. Everyone agrees that a child needs to be protected against parents who physically or mentally abuse them. But what does it take for society to see and to understand that parents cannot carry out their responsibilities to their children without the right to make their children accountable for their actions. Our children are our future and if children continue to learn that they can do anything they want and not be held accountable, then what is going to happen to our future?

to every person that feels sorry for us. i thank you for your concern. it was one of the worst places ive ever been to in my life. but on another note, i dont feel it is fair to criticize the parents of the girls that were sent there. you know what you read but unless you were there like i was you couldn't imagine the power and the manipulation that they held over everyone. you didnt talk about what went on, the rules, nothing.. you were so scared of steve and karen of finding out. my mom finally figured something was up after i got into trouble for the most rediculous things. she tried to pull me out and steve would not let her, it was then she threatened to involve the police that he finally let me go. she had no idea of what was going on, just that is was not right. she didnt know the full story till i came home one day and had  recieved a letter to talk to a detective about the case that i discussed the things that went on there. even after i left i didnt discuss it till then. steve and karen could make anyone believe anything....  i will never forget that place,.. nor will i think any other girl.... im just glad its over and i hope and pray that all the other girls in the house are doing well and living great  lives, i love you all and wish i could find you to catch up. if you read this by chance please email me. id love to hear from you. and anyone else feel free to as well.

This case demonstrates why the TBS/RTC industry can never be safe under current laws and regulation. It's just to risky to deliver kids into the control of others who are accountable to no one. I suggest that you folks contact ISAC and share your story, their a watchdog agency for the troubled-teen industry.
What's ironic is that people like ST and antiwwasps truly believe that they can help parents avoid abuse like what happened in this case. But ST endorsed this place, an obvious failure that I'm sure hurt many families. I would suggest anyone getting into the referral business read about this case

bri_rose: I don't know if you'll actually see this since your post was from a while ago but I really hope that you don't wish you were never born. I am a former "Gage Girl" and I remember taking care of you and your sister when you were little. I lived at "Royal Haven" from May of 97-December of '97 and taking care of you guys was a privilege in the house. It was the "best" job you could have to be honest and we all thoroughly enjoyed it. You guys weren't "spoiled little brats" and you didn't throw tantrums or make our lives any harder than it already was. You guys were great. I remember once being thrown up on but I can't remember who did it!! :)

Like I said, your dad may have done some bad things in his life but it had nothing to do with you. Despite his actions, you are not him. You had nothing to do with it and you couldn't have changed it. Even if he and Karen hadn't met, Steve would have eventually done it, probably not on the same scale but it's just the kind of man he was. I have no hatred for Steve or for Karen. I was really close with Cassandra and I always felt worst for you guys. I never thought you should have been forced to live in that home. You girls were too little to have to work and deal with what we went through but Cassandra was treated just like one of us. I hope she's okay and I wish I could get in touch with her to see how she is doing. I wanted to send you a private message but the site wouldn't let me.

Getting back on the subject though, please know that everyone in that house who had the pleasure of helping to raise you, really did enjoy it. I know I did. I look back at my time in Royal Haven and I can't think of one bad thing to say about you or your sister. Remember that, please!
