No, that would be incorrect, I'm afraid.
I remember when that news hit. Patricia Ruland (name likely misspelled) of the Austin Chronicle did some reportage on that program and even posted on fornits seeking insight. The posts from a several month span from that time period are no longer existent (due to a DB fiasco), but I do remember reading up on, and doing research on, this particular prison program.
The program referenced to as being in Texas was and perhaps still is run by Gateway (originally in Illinois), which is one of the original addiction treatment TCs modeled after Synanon, e.g., the Daytop, Phoenix House, etc. origination era. Incidentally, David Deitch was administratively involved in the early days of all of those just mentioned, including Gateway.
Gateway, to besiege y'all with unasked for trivia, was the TC which influenced the founder and founding of the juvie alternative facility Abraxas in the Pittsburgh, Pennsylvania area (1973?).
To add to the revolving door metaphor with regards to TCs and prisons, I should note that Abraxas was, subsequent to the "Welfare Reform" Act, bought up by/merged with Cornell Corrections, Inc., which was, in turn, bought up by GEO Group within the past six months.
The prison in question discussed in the article I linked to above is actually Marion, a Federal Super Max prison, iirc. Also in Illinois, but on a whole 'nother level of coercion and confinement, to put it delicately...
