Breaking News is correct. Programs work--for the owners of the programs who pile up the ca$$$h while children receive sub-standard education and suffer abuse for profit.
Just a couple of examples of how the programs "work":
1. The discredited CEDU schools are owned by Universal Health Services, Incorporated, a Fortune 500 company based in Pennsylvania. UHS operates 113 behavioral health facilities in 32 states. In 2007, the most recent year for which data is available, the behavioral health facilities produced net revenues of $1.15 billion and net profits of $220 million.
2. CRC Health Group, Inc. of California owns and operates the notorious Aspen Education Group. CRC Health is, in turn, owned by Bain Capital, LLC, headquartered in Boston, with offices in New York, London, Munich, Hong Kong, Shanghai and Tokyo. CRC Health reported earnings in 2007 of $460 million, up 69.6% over 2006. Nearly three quarters of the company’s increased revenue, or $131.4 million, came from their youth division, with an average net income per youth per day of $233.80—more profitable by far than its adult addiction recovery division which earns an average net income per patient per day of just $11.18.
Oh, yes, I have little doubt Breaking News already profit$$$ from the programs.
