 This sort of thing happens all the time. You only hear about it when a tragedy strikes and the media get involved. Individuals and organizations put people's lives at stake everyday, the consequences are what you're reading about today. I have made several complaints about youth trapped in these EXACT same circumstances via the use of unlicensed and unregulated host homes at the Alberta Adolescent Recovery Center. The owners of these private homes make themselves liable for these same charges every single day. Same situation. Locked doors, bars/locks on the windows but with the sole purpose of ensuring the youth can NOT escape these private homes of other clients in the program. Should a fire break out and the other residents incapacitated by smoke the youth trapped in these rooms would perish. With stricter regulation and enforcement, maybe this type of tragedy can be prevented and lives can be saved.
