Hey Ozgirl I've been reading up on these institutions in the UK and they sound just like the TTI in regards to abuse. Could you give some input on these places?

As much as I would love to I am not really familiar with the UK Juvenile Justice system. I know the UK separation of powers is the same as Oz (or any other commonwealth nation) in that judges are appointed not elected but not much more than that.
i would imagine juvie jail is pretty awful in any country but I would imagine at least those sent there are done so by a judge after being found guilty of a specific crime.

I'm sorry I thought you lived in the UK, but yeah what I've read is identical to abuse in the US TTI. I'm not sure if all the kids are criminals some articles hinted that others who were just in state custody being sent there. I'll post some articles later
