More likely is that the growing number of Program Survivors will, when their parents are elderly, either ignore them or allow them to wallow away their last few years in the kinds of wherehouse facilities we already have for old people.
Nobody needs to invent a new BM program for the elderly -- there are already plenty of places that neglect and/or abuse them in much the same way teens are abused in the Programs they get sent to. Just that in the case of the elderly, nobody gives a shit about "behavioral change."
In the future, the only age range that might be safe from the threat of abusive residential facilities will be those in the 21 to 55 year old range. All others will be targets.
