In the meantime recognize the fact that one using wikipedia is not the most credible source but two even if the information is accurate this woman was hired from a theraputic institute for children. No way around that Cindy, it makes zero difference where the kid died, it was done under the supervision of a theraputic (unlicesned) nurse from a theraputic institute. Or do you agree with Sue Scheff that if a kid dies at the hospital as a result from injuries obtained a TBS the respondsibility is no longer that of the TBS?

If the child is attending a TBS and is hurt their, transported to a hospital and dies of the injuries caused at the TBS then I would think it would be counted as a TBS data not a Public sector.
In the case of this little girl who died after receiving Attachment therapy, she was never in a TBS. She traveled to a nurses house for treatment. She never attended a Therapeutic boarding school.
I do care about this child, Bob, they are all important, but for comparision purposes we need to weigh these the same way the NCES did.
I dont think the people going thru the data at NCES come across a senario of say a kid who was forced to run around a track by his coach and he dies of a heart attack and the NCES guy says "hey look at this one, the judge called it a natural death but I think we shuold change it to homicide because I think the coach was responsible!!" They cant and dont do that, they go by the judges ruling everytime and that is what we need to do.
